WLE Strategy Results Framework

Challenges that we have been tasked with CGIAR process to develop coherent IDOs Developing a coherent a logical frame for how WLE operates as a whole – the sum of its parts Developing a process for integrating SRPs and activity clusters at the ‘Pilot/flagship’ level –At what level/where do we define outcomes and begin to measure them –Where do we move towards integration of ACs –How to move beyond the shotgun approach

Key CGIAR Requirements/Guidance “A Strategy and Results Framework for the CGIAR” February 20, 2011 “Strengthening Strategy and Results Framework through prioritization” 22 June 2012 “The CGIAR Strategy and Results Framework Zero Draft Action Plan” July 14 2012 “Guidelines for Developing CRP IDOs” 12 February 2013 “Guidance on Developing CGIAR Intermediate Development Outcomes” 12 February 2013

Coming in 2013 ISPC White Paper on the system level theory of change and impact pathways The Consortium’s 2013 Management Update to the SRF A report on IDOs of the CRP portfolio (to be produced by CRPs).

CGIAR Timeline 23-26 March CRP Working Groups, Design Teams and ISPC meet in Cali to review IDOs and strategy results frameworks for the CRPs. Process for external consultation with stakeholders and donors agreed with the Consortium. 15 April 2 nd draft of IDOs developed and consolidated set sent out for review and comment from key stakeholders – including specific regional consultation as needed e.g. with CAADP. 15 MayFeedback received from key CGIAR stakeholders and used by CRPs to revise IDOs. 15 June Revised set of IDOs developed and discussed with Consortium and donors via a face to face workshop/meetings convened by the Consortium (probably through 3 workshops at which groups of CRPs negotiate CRP IDOs and budgets with donors and stakeholders, probably in Montpellier) 31 August Feedback from donor workshop used to revise the individual IDOs and integrated set of IDOs by individual CRPs and the Design Team respectively. 30 SeptemberSet of IDOs submitted to the Consortium Office for consideration by the Consortium and the Fund Council.

Guidelines for Developing CRP IDOs 12 February 2013 Aim: Identify the major strategies that the CRP will use to achieve impact The results strategy framework should show each CRPs: strategic goals main impact pathways (few in number) and their outcomes the assumptions and linkages among impact pathways and CGIAR SLOs CRP IDOs The CRP narrative should describe: the development challenges being addressed the rationale for the impact pathways used and the major assumptions associated with these pathways how the impact pathways are expected to work together to achieve impact. This is “a top down process of building a result hierarchy in a logical fashion from the goals”

Definitions CGIAR SLOs Represent accumulation of CRP outcome results at a scale corresponding to the CGIAR’s target domains. These IDOs are the result of multiple activities by diverse actors outside the CGIAR and are documented through System- level impact studies. CRP IDOs These IDOs are the result of multiple activities by diverse actors outside the CGIAR and are documented through CRP-level outcome and impact studies. Research Outcomes represent adoption and further use of research outputs by immediate users targeted by the CRP, such as NARS researchers and national policy makers. They are generated as a result of research, capacity building and advocacy activities by the CRP.

WLE Draft Strategy Results Framework (Volta) WLE Goals CGIAR SLOs Reduce rural poverty Improve food security Improve nutrition and health Sustainable management of natural resources Goal 1: Improved food security and livelihoods through sustainable agriculture intensification and resource recovery and reuse Goal 2: Reduced inequities among users of ecosystem services Goal 3: Enhanced sustainability of natural resources Direct Benefit IDO: Expanded area with improved practices in irrigated and rainfed agriculture within diversified systems reverse degradation and increase productivity, yields, ecosystem services, resilience and incomes Enabling Environment IDO: Strengthened institutional arrangements (policies, regulations, institutional collaboration) that support sustainable agriculture intensification Business IDO: Value from waste captured in rural-urban/sanitation- agriculture interface through increased resource recovery and reuse and through reduced costs in waste management WLE IDOs

Enabling Environment IDO: Strengthened institutional arrangements (policies, regulations, institutional collaboration) that support sustainable agriculture intensification Direct Benefit IDO: Expanded area with improved practices in irrigated and rainfed agriculture within diversified systems reverse degradation and increase productivity, yields, ecosystem services, resilience and incomes Business IDO: Value from waste captured in rural- urban/sanitation- agriculture interface through increased resource recovery and reuse and through reduced costs in waste management WLE Immediate (Research) Outcomes Immediate/Research Outcomes Regional bodies, governments and/or development partners increase and improve investments in: Improved smallholder access to and utilization of irrigation and enhanced skills in soil, nutrient, water, and crop management. Improved agricultural value chains that provide inputs, services and output market access for smallholder farmers Immediate/Research Outcomes Regional bodies, governments and/or development partners improve investments, plans and policies in: Incentives for sustainable agricultural intensification and management of ecosystem services Water, food security, and energy development by integrating trade offs (i.e. for the poor and the environment) into decision- making. Benefit and risk sharing among ecosystem users Immediate/Research Outcomes Increased recovery and safe re-use of water, nutrients and energy from wastewater and excreta through improved knowledge of business opportunities among business schools, donors and the private/public sector WLE Draft Strategy Results Framework (Volta)

1.Assessments of the state of the system and scenarios 2.Recommendations to improve investments and practices 3.Tools to support decision making and improved investments 4.Capacity building to support decision making and improved investments 5.Engagement to support decision making and improve investments WLE Integrated Outputs WLE Immediate (Research) Outcomes Immediate/Research Outcomes Regional bodies, governments and/or development partners increase and improve investments in: Improved smallholder access to and utilization of irrigation and enhanced skills in soil, nutrient, water, and crop management. 11 Discussion Questions 1.Do the “goals” capture the synthesized goals of WLE? 2.Do the “IDOs” capture the synthesized development outcomes of WLE? 3.Do the “research/immediate outcomes” express the outcomes to be achieved through use of WLE outputs? 4.Do the “integrated outputs” capture the categories of outputs needed to achieve envisioned outcomes? 5. Review the synthesized outputs for the Volta Basin: Are there major gaps in outputs needed to achieve envisioned outcomes? Are any planned outputs unnecessary to achieve the envisioned outcomes? What is needed to integrate research activities and outputs across SRPs?

Discussion Questions What additional (non-research) activities are needed to move from outputs to outcomes? How will WLE implement these? Who is responsible for achieving outcomes?
