59 ½ Southwark Street London SE1 0AL (UK) ++44 (0) / Travel Plan Monitoring and Evaluation: London PIMMS-transfer Master Class Stockholm April 2010 Adrian Webb, Senior European Projects Officer, LEPT

59 ½ Southwark Street London SE1 0AL (UK) ++44 (0) / MONITORING is the most IMPORTANT thing to consider in MM  to build an EVIDENCE base  to prove to senior officials that we are achieving behaviour change  strengthen the business case for travel plans (and individual measures)  so that funding for travel planning continues  for longevity

59 ½ Southwark Street London SE1 0AL (UK) ++44 (0) / What can we and should we MONITOR?  Travel surveys:  Modal shift  Other travel behaviour (e.g. distance travelled, journey purpose)  Propensity to change  Quantitative data (e.g. traffic counts, cycle counts)  Key Performance Indicators (e.g. website hits, leaflets distributed)  Awareness (e.g. focus groups, qualitative surveys)  Feedback (e.g. s, letters)  Indirect benefits (e.g. health, cost savings, well-being) Monitoring must be REALISTIC, STRAIGHTFORWARD, EASY TO COLLECT

59 ½ Southwark Street London SE1 0AL (UK) ++44 (0) / How monitoring can demonstrate travel plan benefits Mode share 2007 survey2009 survey% change Car driver (travelling alone)80%66%- 14% Car sharing7%12%+ 5% Public transport7%6%- 1% Cycle3%8%+ 5% Walk2%5%+ 3% Motorcycle1%3%+ 2% Simply by measuring modal shift But backed up by parking counts, cycle parking counts, shuttle bus patronage counts

59 ½ Southwark Street London SE1 0AL (UK) ++44 (0) / How monitoring can advise us of how to target measures Targeting marketing / resources  Travel survey 2009 (baseline 2007)  4,500 respondents  Approx 10% stated that they were not currently cycling to work but are thinking about starting in the next 6 months  We looked at what measures would encourage these people who are most likely to change their behaviour

59 ½ Southwark Street London SE1 0AL (UK) ++44 (0) / How monitoring can help us understand CO 2 emissions

59 ½ Southwark Street London SE1 0AL (UK) ++44 (0) / Current London tools to MONITOR the transport impact of new developments and INFORM new developments to EVALUATE and MONITOR the quality of development travel plans To MONITOR, RECORD, REPORT on the performance of travel plans

59 ½ Southwark Street London SE1 0AL (UK) ++44 (0) / TRAVL = Trip Rate Assessment Valid for London  Unique, multi-modal trip generation database  Used to estimate the effect of proposed changes in land use of transport patterns  Over 400 sites  All land uses covered  Can distinguish data by public transport accessibility, size, parking levels etc  Standardised methodology  Methodology recommended in guidance  Compliant with iTRACE database

59 ½ Southwark Street London SE1 0AL (UK) ++44 (0) / How does TRAVL collect data?  Traffic counts  Interviews  Observation / questionnaire

59 ½ Southwark Street London SE1 0AL (UK) ++44 (0) / What data does TRAVL produce? TRAVL Trip generation (predict & actual) Trips by mode (predict & actual) Journey purpose Deliveries Parking location Socio- economic information
