Promoting excellence in social security Social Security has a new mission in a new world Demographic, social, political, economic and technical forces are redefining our societies and how they interact. We see Social Security’s mission transforming from catching people when they fall to helping them rise. It is all about maximising human capital and potential. Within and between countries, Social Security is a largely unmeasured social experiment. If the data of that experiment can be shared, understood and acted upon for evidence-based policy, the benefits for humankind are enormous. 18/12/2015 3

Promoting excellence in social security Technical trends impacting convergence Proliferation of solutions and frameworks, especially in Open Source. Widespread adoption of Agile practices and smaller, incremental technical advances. Advances in inter-connection through loose coupling – e.g. JavaScript Object Notation (JSON). Exponential growth in ability to store and process data. Growing data “exhaust” (e.g. Internet of Things) and the need for analytics to make sense of it. 18/12/2015 6

Promoting excellence in social security Government as a platform The silos of delivery within Social Security have been breaking down over the last few decades. Next step is a breaking-down of barriers between Social Security and other functions – especially Health for Social Care. In the US, the Affordable Care Act (‘Obamacare’) has accelerated this. High Performance Government of the Future will be based on platform delivery – platforms for citizen interaction with government and provision of government services. E.g. standardisation of collection and payment processes. Consistent and structured data are essential to platform-based delivery. 18/12/2015 7

Promoting excellence in social security Learning lessons from the Health industry Since 1987, the Health industry has evolved and adopted the Health Level 7 (HL7) standards for clinical and administrative data. Most Health software packages now comply with the HL7 standard. Medical conditions are also classified via the ICD10 (International Statistical Classification of Diseases and Related Health Problems) standard – used in some form by the 117 countries who are members of the World Health Organisation. ICD10 came into use from 1994, with ICD-11 due in Compliance varies – utility of the standards are proportional to the consistency of usage. 18/12/2015 8

Promoting excellence in social security Recommendations for the Social Security industry The Social Security industry would benefit massively from:  A classification of needs and the products to meet those needs – for international benchmarking and comparison;  Standardisation of data for sharing across borders, organisational units, health, education and other organisations The objective would be to create better evidence-based policy. The meta-data is as important as the data – where it originated, when it was last updated, how well verified is it? 18/12/2015 9

Promoting excellence in social security The role of ISSA and its members The Social Security software market is far less homogenous and developed than the Health market. Definition of standards should promote development of cross-country solutions – both proprietary and Open Source – i.e. members should benefit from greater ICT product choice. Light-weight standards adopted widely will be of far greater utility than heavy-weight standards with low adoption. ISSA is the natural entity to drive the definition and adoption of standards. 18/12/
