3 Promoting excellence in social security www.issa.int ICT enabler of Social Security Information is required for all social security functions:  Contribution collection: know who are the contributors, calculate contribution amounts, etc..  Benefits-related processes: claiming, evaluating eligibility, calculation, delivery / payment. Various branches of Social Security are involved in providing programs to the same citizen Nowadays, social security systems are based on managing and processing information. 10/01/2016 3

Increased dependency ratio  Relatively more retirees per workers  Challenge: increased labour participation Increased need for more caregiving  Increasing numbers of frail seniors & dementia  Challenge: ensuring seamless protection across range of services 10/01/2016 5

6 Promoting excellence in social security www.issa.int Meeting the challenge: Interoperability Moving from data processing to Information Management  Static and fragmented data is useless Information has to be integrated, exchanged, shared among different institutions, level of government and countries Information systems need to ‘talk’ to each-other in real- time  Need technical standards for Interoperability 10/01/2016 6

7 Promoting excellence in social security www.issa.int Illustrating through two scenarios International coordination of social security :  Put into practice internationally coordinated social security programmes through standardised information exchange Providing quality services to an increasingly diverse population, especially aging population:  Interoperability to integrate services (health, social assistance, information, benefits, etc.) −E.g., health monitoring at home. −Collaboration with community partners 10/01/2016 7

10 Promoting excellence in social security www.issa.int Questions to move forward How to strengthen an integrated and citizen- centred social security by using ICT ? What is ‘an adequate ICT’ for social security ?  Powerful technologies are economically accessible but are not sufficient to build the social security ICT. How can ICT break fragmentation and support citizen-centric, seamless, Social Security ?  Cumulating programs and services is not sufficient. 10/01/2016 10
