2 Promoting excellence in social security www.issa.int Objectives of the session Discuss the concept of re-use in Information Technology with reference to other sectors and examples from member countries Examine a potential framework for re-use of components and capabilities in terms of both technology and business Explore experiences through social security specific case studies Consider the key issues and implications around re-use Explore potential ways forward 2

4 Promoting excellence in social security www.issa.int Re use is built around commonalities in many dimensions which drive international standards Common business processes  The ACCORD Reference Architecture is a series of five interrelated industry models, or facets, that use different views to define the nature of the Insurance industry −Business Glossary −Capability Model −Component Model −Data Model −Information Model Data exchange and messaging  HL7 is the global authority on standards for interoperability of health information technology IT Architectures  BIAN is a standard-setting body of banks and IT companies which aims to reduce the costs banks and their IT suppliers face in integrating banks' IT systems, and promotes a flexible "service oriented architecture" in the banking industry. The Centre for Medicare and Medicaid Services (CMS)  CMS has defined a Technical Reference Architecture and other standards for all of the US states operating Medicare and Medicaid programmes called the MITA Framework, Medicaid Information Technology Architecture 4

5 Promoting excellence in social security www.issa.int Accord Reference Architecture for Insurance – founded 1979 Business Glossary Defines core concepts eg Beneficary Capability Model Data Model Data Model Information Mode Component Model Defines the functional capabilities eg Registration Defines a set of component templates for various data services Defines a logical data model Defines the relationship between core concepts eg Policy, Product, Party, Claims 5

6 Promoting excellence in social security www.issa.int HL7 is the global authority on standards for interoperability of health information technology - Founded in 1987 Main standards Messaging Standard – an interoperability specification for health and medical transactions Clinical Document Architecture – an exchange model for clinical documents Continuity of Care Document – a specification for the exchange of medical summaries Structured Product Labeling – the published information that accompanies a medicine 6

7 Promoting excellence in social security www.issa.int BIAN - Banking Industry Architecture Network The BIAN service meta-model positions the key standards required for successful implementation of a SOA strategy by describing the context of service definition in terms of: Service landscape -- BIAN service definitions Technical implementation -- infrastructure standards Process – BPMN Use case -- UML Message format -- such as SWIFT, IFX, or FIX 7

8 Promoting excellence in social security www.issa.int Medicaid Information Technology Architecture (MITA) - Objectives Adopt data and industry standards Promote reusable components Provide a beneficiary-focus Support interoperability, integration, open architecture Promote secure data exchange Support integration of clinical administrative data Promote good practices A FRAMEWORK that provides a blueprint consisting of models, guidelines and principles 8

9 Promoting excellence in social security www.issa.int Observations from other industries Creating standards is a journey which will sustain over many years Context is everything – approaches must match their context and proposed used Different kinds of artifacts are need to support different tasks But they are bound together with a common language and common models Initiatives require support from multiple organisations across an industry 9

10 Promoting excellence in social security www.issa.int And very fundamental standards are evolving in Social Security At a national level… eg Cross Roads Bank in Belgium, Interops in France, National registers in many countries In related industries ….eg Healthcare Integration with Social Insurance International social security coordination:  In the EU: EESSI (Electronic Exchange of Social Security Information),  International agreements, e.g. MERCOSUR in South America. 10

11 Promoting excellence in social security www.issa.int Industry standards underpin the principle of re-use which can bring benefits in IT across the sector Commercial products with standard common features and interoperability capabilities Sharing and re-use of common IT components between social security organisations Facilitation of data exchange  Align business and IT to deliver successful outcomes  Reduced risk for IT projects  Lower cost  Improved citizen service Apps APIs External services eg authentication Current core options…. ….. and looking ahead 11

12 Promoting excellence in social security www.issa.int We can readily see aspects where commonalities exist in the Social Security Sector Citizens/Families Other stakeholders … eg employers Messaging – exchange of citizen data Services eg back to work (involving multiple agencies) Common Data sets Business processes eg registration 12

13 Promoting excellence in social security www.issa.int But this will be a journey, not an action, and we can identify a number of potentially useful steps along the way  Data models and Master Data Management  Data exchange  Architecture models – based on SOA  Functional models  Process models for specific aspects eg International Agreements  Interoperability standards (esp. between agencies) 13

14 Promoting excellence in social security www.issa.int Question: How should the Social Security Sector respond ? Is this time to start the journey of creating a body of standards building on and developing the existing ISSA work ? Is so ……..  Where should we start ? − Functional models ?  Who should be involved ? −ISSA Secretariat ? −Members Institutions ? −ICT Industry ?  What objectives should we set ? −Create a roadmap with milestones ? 14
