FAO Second Regional Workshop on Rice & Aquaculture for Productivity Increase and Market Development SUMMARY REPORT OF THE NATIONAL WORKSHOP-ZAMBIA (Rice) 13th to 17th April 2009, Kampala, UGANDA. Introduction Following the first Regional Workshop on Rice and Aquaculture for Productivity Increase and Market Development in East Africa held in Kampala, Uganda from 3 rd -7 th November 2008, as per recommendation,  A Zambian national workshop was held from 18 th to 19 th March 2009, in Lusaka. 18 Participants attended the National Workshop from the public and private sectors, including NGOs.Participants April nd FAO’s Regional Workshop on Rice & Aquaculture-Uganda

Workshop Objectives 1.To share the outcome of the first Regional Workshop (November, 2008-Uganda), particularly recommendations and conclusions; 2.To identify and discuss with key stakeholders issues pertaining to the achievement of the Project’s objectives and specific national issues for Project support; & 3.To come up with and agree on issues for presentation at the next Regional Workshop (April, 2009-Uganda) April nd FAO’s Regional Workshop on Rice & Aquaculture-Uganda

Recommendations-Govt. A.To Government i.Intensify research and extension services, including capacity building of Extension & Research Staff. ii.Avail agricultural credit through micro-finance institutions iii.Increase budget support to agriculture sector (at least 10% of national budget as per AU’s Maputo Declaration): with more resources to research & extension. iv.Intensify/speed-up rehabilitation/construction of transport & communications infrastructure April nd FAO’s Regional Workshop on Rice & Aquaculture-Uganda

Recommendations-Govt (cont.) v.Extend supportive policy environment to rice (take rice as one of household food security interventions: provide incentives for increased production e.g. input subsidies under the Fertiliser Support Programme [FSP]). vi.Increased Support for farm power mechanization. vii.Ensure adequate and wider supply of improved rice seed. viii.Intensify purification & multiplication of local rice seed. ix.More support to development of irrigation (rehabilitation, expansion or construction of new irrigation schemes): awareness and technical assistance to small scale farmers x.Enhance public-private-NGO partnerships & coordination in the whole value chain April nd FAO’s Regional Workshop on Rice & Aquaculture-Uganda

Recommendations-FAO B.To FAO i.Support immediate actions for improvement of access of the small-scale rice producers to inputs (improved seeds, fertilizers). ii.Facilitate enhanced assistance through South-South Cooperation for and identification of donors that can support seed and research development. iii.Assist in supporting National Seed Certification to the Seed Control and Certification Institute (SCCI) for quality seed production. iv.Support capacity building for researchers, extension workers and farmers through a TCP Project in high potential areas April nd FAO’s Regional Workshop on Rice & Aquaculture-Uganda

Recommendations-Project C.To the Project i.Hold stakeholder interactions at sub-national level (Provinces) involving all major stakeholders. ii.Promote exchange of information among researchers and other stakeholders from different countries. iii.Establish a website for rice information & update information within the country and across the sub-region April nd FAO’s Regional Workshop on Rice & Aquaculture-Uganda

Recommendations-Project (cont.) iv.Enhance facilitation of exchange of experience and technology transfer within and outside Africa (especially with ASEAN countries). v.Assist in capacity building of producers, technical staff and other key players, e.g. provide training manuals for NERICA variety. vi.Put in place monitoring and evaluation mechanisms April nd FAO’s Regional Workshop on Rice & Aquaculture-Uganda
