National communication strategies: Institutional arrangements and target groups

Institutional Arrangements Who is in charge of communication toward different target groups ? -The Director decides, supervises, delegates -The Deputy Director manages and proposes communication policies. -Technical divisions share information with target groups under Directors supervision Target groups - Parliament - Government - Partner Cooperation Institutions - Society - Academia

2. Messages What are the most important means of communication and key messages in your communication strategy ? Most important means of communication: - Institutional website - Projects catalogues - Events - Interviews - Managerial reports and technical documents - Embassies

Key Messages The role of cooperation in our external policy: - Strengthening relations with our southern partners (SSC) - Strengthening relations also with traditional donors (Triangular) Our SSC principles: - Solidarity - Demand driven - Free of conditionalities - Non interference in domestic policies The nature of our cooperation: - Institutional strengthening - Capacity building - Inexpensive - Brazil is not a donor

Challenges What are the challenges and trade-offs you are facing in your communications toward civil society, ministries and within your agency ? - ABC is establishing its first communications unit and formulating the first communications strategy - Managing an efficient information system about our cooperation that feeds communications actions - Promote within government and society the central role played by ABC in the SSC - Improving and strengthening the relationship with partner institutions

Practices What are your three most important lessons learn in communicating with at home and in partner countries ? - Invest in strong internal alliance - Social visibility of Agency’s Mission (Legitimity) - Capacity of communicating clear message target groups: society, academia, private sector
