INTRODUCTION STATEMENT OF PROBLEM A FOOD FOR THOUGHT FLOOD PLAIN AND FLOODING PICTURES IN NIGERIA FACTORS DETERMINING THE EFFECTS OF FLOODING CONTROL OF FLOODS THE BENEFITS OF EFFECTIVE FLOOD PLAIN MANAGEMENT THE CHALLENGES CONCLUSION AND RECOMMENDATIONS END OF PRESENTATION PRESENTATION OUTLINE

NSE AGM ABUJA 2013 WHAT IS A FLOOD PLAIN? Is an area of low lying ground adjacent to a stream or river that stretches from the banks of its channel to the base of the enclosing valley walls and experiences flooding during periods of high discharge WHERE ARE THEY FOUND? Are they HABITABLE? INTRODUCTION

NSE AGM ABUJA 2013 STATEMENT OF PROBLEM “The people living along the flood plains of both the major and minor rivers of Nigeria even though illegally are constantly being ravaged by the menace of flooding and this keeps recurring without any end in sight posing a problem of undue stress to the agencies of Government saddled with Emergency Management responsibilities when these disasters occur. Their habitation along the flood plains also creates extended flood Damage as the saying that water must find its level.”

NSE AGM ABUJA 2013 FLOOD PLAIN AND FLOOD PICTURES IN NIGERIA

NSE AGM ABUJA 2013 FACTORS DETERMINING THE EFFECTS OF FLOODING (1) THE LEVEL OF PREDICTABILITY: This affects the timing, accuracy and communication of warnings given before a flood (2) THE RATE OF ONSET OF THE FLOOD: How quickly the water arrives and the speed at which it rises will govern the opportunity for people to prepare and respond effectively for a flood (3) THE SPEED AND DEPTH OF THE WATER: This dictates the level of exposure of people and property to a flood (4) THE DURATION OF FLOOD: This takes care of the time that the volume of water lasted in a given area.

NSE AGM ABUJA 2013 CONTROL OF FLOODS (1) PLANTING TO RETAIN EXTRA WATERS (2) TERRACING HILLSIDES TO SLOW FLOW DOWN THE HILLS (3) CONSTRUCTION OF FLOOD WAYS, DREDGING AND MAINTAINING FLOOD PLAIN (4) CONTRUCTION OF LEVEES, DIKES, DAMS, RESERVOIR AND RETENTION PONDS

NSE AGM ABUJA 2013 THE BENEFITS OF EFFECTIVE FLOOD PLAIN MANAGEMENT (1) THE COLOSSAL DAMAGE AND DEATHS REDUCED (2) GOVERNMENT SPENDINGS ON EMERGENCY MANAGEMENT WILL BE REDUCED (3) PRESSURE ON NEMA TO ATTEND TO DISASTER IS REDUCED

NSE AGM ABUJA 2013 THE CHALLENGES (1) DIFFICULT TERRAIN AND POOR TOWN PLANNING APPROACH (2) LACK OF MANPOWER AND EQUIPMENT FOR MONITORING AND INSPECTION (3) LACK OF ENFORCEMENT OF EXISTING LEGISLATION (4) LACK OF GOVERNMENT INTERVENTION THROUGH MASS HOUSING (5) INDISCRIMATE DUMPING OF REFUSE IN THE RIVER

NSE AGM ABUJA 2013 CONCLUSION AND RECOMMENDATIONS (1) DEVELOPMENT CONTROLS TO ENFORCE EXISTING LEGISLATION (2) REGULAR MONITORING AND INSPECTION OF FLOOD PLAINS AND ROBUST DREDGING CAMPAIGNS (3) RE-ENACT REALISTIC LOW COST HOUSING ESTATES AT BOTH FEDERAL AND STATE LEVEL (4) MINISTRIES OF ENVIRONMENT AT BOTH FEDERAL AND STATE TO CONTINUE ADVOCACY ON PROPER DUMPING OF REFUSE AND MANAGEMENT (5) GOVERNMENT TO PROVIDE THE ENABLING ENVIRONMENT THROUGH PROPER TOWN PLANNING METHODS (6) NIMET TO CONTINUE TO GIVE WEATHER UPDATES FOR EARLY WARNING SIGNALS
