2 NORTH EAST RECOVERY INTERVENTIONS: THE NEED FOR COORDINATION
The total surface area of the NE is 278,996 km2, larger than Hungary, Portugal and Austria combined. The population of the zone is about 18.9 million, spread across more than eight thousand settlements. There are six state governments and 112 local governments with hundreds of ministries, departments and agencies. 3 PCNI COORDINATING Role & Structure
The Presidential Committee on the North-East Initiative (PCNI) is charged with the responsibility of: Coordinating ALL Interventions in the North East and Oversight the Recovery and Rehabilitation of the Region by Enhancing operational frameworks, Building delivery partnerships Augmenting capacities Filling gaps and promoting synergy With the sole aim of building a secure, peaceful and prosperous North East, Nigeria PCNI COORDINATING Role & Structure Governments National, International Partners & CSOs Private Sector A Prosperous North East PCNI Coordination Structure Initiate Dialogue OR Action Identify Gaps OR Challenges Plug in to scale/duplicate or replicate Build Linkages & Facilitate Partnerships

4 PCNI monthly Coordination Forum is Aimed at
PCNI/MCF will provide a common platform that: Systematically tallies and enhances ALL activities in the North East Supports all actors & harnesses their contributions thereby eliminating duplication while maximizing resource utilization and result based IMPACT Recognizes the Actors and Sector Working Groups in the region introducing A HEALTHY SYNERGY while strengthening individual & collective vision and capacities. 5 RATIONALE FOR PCNI COORDINATION FORUM
The Forum will also provide for mutual opportunities & gains that will: Facilitate development/adoption of common strategies and tools aiding identification of operational, intervention and delivery gaps. Advance dialogue and foster cooperation for team building & synergy. Provide an avenue for sharing information and providing regular updates from the respective Governments, Humanitarian and Development Partners, National & International Donors as well as Civil Society Organizations. Enhance scale and efficiency of delivery processes. Increase impact in a coordinated manner while reducing risks of duplication and/or saturation Engender mutual accountability to and between all actors and create a culture of transparency. The PCNI Central Information Dashboard is designed and developed for effective monitoring, reporting and collation of data from activities of the PCNI and Stakeholders in the North East. Exported data can be used to communicate information to the citizens of Nigeria in particular and the global community in general for effective information dissemination, publicizing reports of PCNI & Stakeholders activities in the North-East.

6 THE PCNI Coordination process
PCNI tracks all active Stakeholders to collate, review and distil all current information on their North-East activities . This information will come from the PCNI State Offices, State Governments, Sector Working Groups, Partner Representatives, Reports and Situation Updates and will be consolidated into a comprehensive Status Report on all Interventions by Sector. PCNI analyses Status Report vis-à-vis Buhari Plan targets, urgent exigencies, communicated priorities and desirable outcomes sector wide to identify and document immediate gaps, as well as define the requisites/parameters to fill those gaps. This analysis is then collated into a Sector Specific Immediate Priorities Matrix PCNI Immediately circulates Status Report with tracked gaps and Sector Specific Immediate Priorities Matrix as identified to all Stakeholders at Federal/State MDAs, Humanitarian, Developmental, CBO and Private Sector levels for their input, feedback and proposed responses. Substantive feedback from all Stakeholders is tracked by PCNI Units and a comprehensive selection of the proposed responses that best address all issues raised is immediately documented by each Unit. PCNI then provides a Comprehensive Report on all tracking and feedback from Stakeholders to the PCNI Sub-Committees to update them on emerging issues and enrol their inputs in driving the specific resolutions, interventions, activities and proposed support thereby prioritised. 1 2 3 4

7 PCNI Coordination process
COORDINATION FORUM WEEK: PCNI crystalizes all inputs, information, feedback and activities into a Coordination Priority Matrix to be for review, validation, concrete commitments, support/delivery mechanisms and new partnerships. A final Coordinated Monthly Work Plan on specific Agreements is then rapidly synchronised for the Forum and circulated to all Stakeholders. All Stakeholders RETURN TO FIELD TO DELIVER ON THE FORUM CONSENSUS PCNI tracks updates on the month’s next steps/work plan activities, thereby reverting to Steps 1 – 4 in preparation for the next coordination meeting. 5 6

8 PCNI Coordination TASKS TIMELINES AND DELIVERABLES
First week: Information is received and collated 1 Information comes to PCNI (via state offices, coordination meetings, situation reports etc) PCNI Hubs review and analyse the data/information received from Step 1 Second week: Data review by PCNI Hubs is completed. 2 PCNI provides feedback to MDAs, International Humanitarian Partners, NE States, PCNI state offices based on issues arising from analysis in Step 2 Second Week: Substantive feedback is provided to concerned stakeholders 3 PCNI reviews all emerging issues from Steps 1 and 2 and decides what specific initiatives and interventions will be required to deal with the issues. Third Week: PCNI interventions are planned / executed 4 Step 4: Such emerging issues might include budgetary releases, requests for waivers, provision of security covers etc PCNI provides substantive updates to its subcommittees, bringing them up to date on all emerging issues and enrolling them into driving any interventions that may be required under step 4. Fourth week: Updates are provided to PCNI Subcommittees 5 Using the feedback and information from all the previous steps, PCNI convenes the next monthly meeting and the process reverts to Step 1 and continues First week: of the succeeding month: PCNI coordination meeting is held. 6

9 Core Session Contents While each monthly meeting shall have a specific agenda as determined by prevailing priorities; core areas of focus will include: PCNI presentation on facilitation of components/targets/interventions/ synchrony of work plans/frameworks and delivery mechanisms in line with the Buhari plan aspirations. Consensus on linkages, quantities, location, projected beneficiaries and incremental impact indices. Sector or Agency presentations for updates on work done and milestones achieved, as well as challenges on substantiated agreements and determinations established from each previous meeting; Systematic review of interventions at agency, sectorial and impact levels; as appropriate to attain the goal of coordination, synergy & accountability. Any and all urgent exigencies that may arise. The PCNI Central Information Dashboard is designed and developed for effective monitoring, reporting and collation of data from activities of the PCNI and Stakeholders in the North East. Exported data can be used to communicate information to the citizens of Nigeria in particular and the global community in general for effective information dissemination, publicizing reports of PCNI & Stakeholders activities in the North-East.
