To strengthen and reposition agencies responsible for statistical production Ensure effectiveness and efficiency in data production through the use of modern ICT Infrastructure Serves as a means of improving the quality and quantum of statistical products Timely release of statistical Reports Establishes a single Repository of data within a system Sustained coordination and collaboration in statistical production Application of internationally acceptable standards and methodologies Efficient and optimal utilization of scarce human and financial resources

NSDS: A follow-up Strategy to the Nigerian Statistical Master Plan (SMP) NSDS: A Strategy for a holistic reform of the NSS in Nigeria for a period of 5 years Marrakech declaration for an Action plan for Statistics by African Heads of Governments in February, 2004. 11 The SSMP About SSMP Why the SSMP?
To serve as a replicate of the NSDS at the sub-national level. Design of both Documents is an outcome of the Marrakech declaration for an Action plan for Statistics by African Heads of Governments in February, 2004. So far, the first Phase of the Strategy was implemented from Purpose of the SSMP Mechanisms for a holistic reform of the State Statistical System which will ensure a sustainable development of statistics in Nigeria. Development of an integrated, harmonized, coordinated and coherent SSS Reduce to a bearable level disparity in statistical information among data producing agencies. 11/12/2018

20 Statistical Standards and Coordination (SS&C) Activities
coordinates the activities of all other departments from the planning to the execution of routine and ad-hoc Statistical activities. works with the Finance & Admin Department in personnel matters relating to matching of skills and responsibilities of staff, manning levels in the Headquarters, Local Govt. Statistical Units in the choice, recruitment and posting of staff the choice, recruitment and monitoring of consultants and vendors. also coordinates donor supports through its Project Implementation Unit (PIU) coordinates and manages special projects initiated from other institutions in the State (private organizations or public agencies) fully involved in the coordination of Ministries, Departments and Agencies (MDAs) through State Consultative Committee on Statistics (SCCS). Coordinates collaboration between SBS and the National Bureau of Statistics (NBS)

data processing , software engineering, database and system administration application development for managing micro data as well as macro data, Geographic Information System (GIS) and Global Positioning System (GPS) applications for data capturing, management and analysis. The department will also manage the State Data Centre (SDC) established to archive and manage time series data based on the compendium as well as non-statistical information. All micro data from past and present surveys and censuses will be archived and managed by the Div. The Division will be organized to transfer technology to MDAs within the State Statistical System Hardware Management Network Management

23 Social & Economic Statistics Department (SESD)
To manage data relevant to economic management at the macro level and the markets. The data to be managed will cover data items in the areas of monetary policy activities in the Central Bank, foreign exchange management of the State Ministry of Finance (SMF), Board of Internal Revenue Service, etc Fiscal policy activities like taxes (corporate, excise duties, tariffs etc), Balance of Payment (BOP), Government Revenue and Expenditures, State Gross Domestic Product (SGDP), Inflation, amongst other data items Prices Statistics Trade Statistics other areas of the activities of DSSD will cover the assemblage and management of social statistics.

24 Social & Economic Statistics Department…
Produces data from the system of administrative statistics including public and private organisations in the country, particularly, the official records from all MDAs at the State and Local Government Levels In line with global statistical demands, the department must also have a gender and MDG desk to mainstream gender and poverty issues into the statistical development programme of the country. Data from the judiciary and legislative arm of Government An environmental statistical desk will be domicile in the department, but work closely with SESD now that environment statistics will feature in the estimation of National Accounts.

25 Establishments Surveys Multiple Indicator Clusters Survey (MCIS),
Censuses and Surveys Dept. responsible for conducting censuses and surveys to obtain household and firm-level data from agriculture and non-agricultural enterprises in the State Key actives in the department will include mounting of the following Surveys and Censuses in collaboration with NBS Household Surveys Establishments Surveys Multiple Indicator Clusters Survey (MCIS), Living Standards Survey (NLSC). Labour force Survey (LFS), Core Welfare Indicators Questionnaires (CWIQ), Agricultural Sample Surveys (ASS), Agricultural Sample Census (ASC) and other ad hoc surveys.

26 Field Services and Methodology Dept.
The work of C & S Dept is usually supported by the activities of the Field Service and Methodology department (FSMD) The department oversees and coordinates the field operations in all phases of data collection Listing of HUs/HHs in the LGA frame of 30 EAs per LGA Design appropriate sampling methods and techniques for respective surveys/censuses and estimation of weights and sampling errors Conduct training exercise for field staff before surveys/census exercise Identification of problem and inaccessible EAs Demarcation of large EAs Updating of frames of Business establishment Sample Selection

Apart from the four departments discussed so far, the fifth is the Finance and Administrative Department which handles all personnel matters and financial records including; Personnel matters payroll, budget, (capital & recurrent) disbursement of funds, revenues, salaries. etc

32 Conclusion SSMP as an adequate platform for a holistic reform of statistics at the State level SSMP implementation has recorded remarkable achievements in some States SSMP serves as a Panacea for improving the quantum and Quality of statistics for sustainable development Production of statistics requires the support of Government and Development Partners to achieve the desired results All relevant Stakeholders are invited to support the reform of statistics in Nigeria 11/12/2018
