Assessment and Discussion in China Side Dr.Jianhui CODATA China

Question 1 In which meeting(s) and breakout(s) did you participate – 15 questionnaires were sent out and 7 valid responses were received – 1 people attended all the past Roundtable meetings- policy and geo science sessions – 2 people attended 2 Roundtable meetings(2007&2009) – 4 people attended Roundtable meeting once (2 at 2007& 2 at 2009).

Question 2 Did you propose any bilateral data cooperation project(s) during any of these meetings – 4 submitted proposals – Cooperation with UN GAID e-SDDC proposal A joint group was established – enlarge cooperation on bilateral seismology data exchanges Since May 2009, CENC has been providing waveform data of seismology to IRIS – A joint study on data policy

Question 3 If you encountered any scientific, technical, funding, policy, or socio-cultural barriers to your proposed project(s) please describe them as specifically as possible. – Without any funding it is very difficult to carry forward those projects proposed in the Roundtable. – There exist differences on data sharing strategy in the two countries.

Question 4 What recommendations would you make in order to reduce any barriers – Expecting US side to forward a framework for scientific data cooperation including data on which US side hope to cooperate. Then both sides can discuss deeply and propose concrete cooperation schemes according to the availability of Chinese data, which is effective. – Li Guoqing will propose a cooperation project on China-US historical natural disaster data archiving and service. Problems that may occur is that there exists protection of data policy in US side, or there is no counterpart institution to take the lead to cooperate.

Question 4(Cont.) Funding focus on relevant strategy of improving scientific data sharing. both sides strengthen in-depth study on the 2 nd phase research plan of UN GAID e-SDDC Advancing China-US seismologic data cooperation needs related institutions in both countries to strengthen cooperation, sign cooperative agreements, then there will be substantial progress

Question 5 What recommendations would you make for improving future Roundtable meetings – establish a small bilateral expert group, who will determine main aspects of cooperation(Draft) based on asking for advice of relevant experts, including likely data sharing content and means; on this basis, submit this Draft to a wider range discussion, calling for comments on cooperation content and means, etc.

Question 5(Cont.) future conferences should focus meantime 2 aspects – keeping comprehensive macroscopic exchanges with continuous expansibility, and specially tracking and improving several meaningful cooperation projects. Particularly it is expected to have deep discussion into concrete funded projects on data sharing and application technology cooperation and exchanges. Each conference can determine name list of exchange visits and projects, so as to effectively improve cooperation and exchanges between CAS and NAS and bilateral CODATA committees. More scientists and researchers should be invited to the Roundtable.

Question 5(Cont.) Suggesting the further Roundtable should include three phase/sections – keynote presentations, introductions and exchanges, as well as common actions and cooperation progress and plans. Further strengthening bilateral exchanges, enrich cooperation contents under the condition of obeying national policy.

Thank you
