1 Overview of the draft work programme of the CGE First meeting of reconstituted Consultative Group of Experts on National Communications from Parties not included in Annex I to the Convention 29-31 March 2010

2 2 Mandates of CGE (decision 5/CP.15) Provide technical assistance to NAI Parties Provide recommendations on elements to be considered in future revision of the guidelines for the preparation of national communications Provide technical advice to NAI Parties to facilitate the development and long-term sustainability of processes and maintenance of national technical teams for the preparation of national communications

3 3 Mandates of CGE (decision 5/CP.15) Provide technical advice and support to Parties on the provision of information on steps to integrate climate change into relevant social, economic and environmental policies and actions Provide NAI Parties information on existing activities and programmes of financial and technical assistance to facilitate and support preparation of nationa communications.

4 4 Technical assistance More than 300 experts were trained between 2004-2007 on GHG inventories, V&A assessments, mitigation assessments and cross- cutting issues in 3 NAI regions Develop a training design in 2010 –Based on recommendations from CGE’s cost effective and comprehensive training strategy –Conduct training needs assessments (survey, info. from national communications and NCSP –Design content and approaches (trainers’ training + e- learning)

5 5 Recommendations on elements for future revision of guidelines Historical submission of national communications (1997-2009) and projected submissions of second national communications (2010-2013) Based on latest information from the GEF (FCCC/SBI/2009.INF.11) and decision 8/CP.11

6 6 Recommendations on elements for future revision of guidelines That Parties that have submitted their second national communication and started their third national communication before the thirteenth session of the Conference of the Parties (2007), may do so using the guidelines annexed to this decision (decision 17/CP.8) Identify technical gaps and difficulties encountered by NAI experts in preparing national communications: –Survey –Information contained in national communications –Workshop to share experiences and identify gaps in contents, process and tools

7 7 1.Some countries have gained experience in strengthening NC process, e.g. establishment of database, adopting policies and implementing training programmes; 2.NCSP and other agencies have supported countries institutionalize NC process; 3.The following activities are proposed to implement this mandate: - Convene workshop to identify best practices - Case studies on good practices - Develop a guide/toolkit Advice on sustainability of national communications

8 8 1.NCSP and other agencies have supported prepared technical papers on this subject; 2.The following activities are proposed to implement this mandate: - Synthesize existing work - Prepare technical paper for consideration by the SBI - Develop a guidebook Advice on steps on provision of information to integrate climate change in socio-econ. env’tal policies and actions

9 9 1.Collate information from UN agencies and international organizations; 2.Prepare information document to the SBI annually with assessments on the focus, priorities and objectives of the activities and programmes; 3.Establish closer collaboration with agencies implementing programmes relating to national communications Information on existing activities and programmes relating to national communications
