3 Task 1: Set up a working group of biomedical data sharing Specialized team for biomedical scientific data sharing includes: ( 1 ) Standardization staff ( 2 ) Computerized automation staff ( 3 ) Information management staff ( 3 ) Data sharing application staff ( 4 ) Data sharing research staff

4 Task 2: Establish Standards and Regulations for Biomedical Data Sharing To ensure an effective international biomedical data exchange and sharing, we should resolve a series of issues such as data classification, information release, data exchange, and data security, etc. Therefore, we propose to organize experts from interested countries to study international data sharing standards, national and regional standards, discipline and engineering standards, to establish international standards, rules and regulations for biomedical data sharing.

6 It is important to perform systemic needs assessment on biomedical data sharing. Specific data sharing areas should include government health care decision making, health care service, scientific research and medical education, healthcare industries and public health. Biomedical data resource allocation planning should consider specific needs from developed countries and developing countries, from urban areas and rural areas. Task3: Needs assessment

7 This will enable the biomedical data sharing project more specifically to meet different needs from different professions and different interest groups worldwide. This can also help to raise overall level of biomedical science and technology research, disease prevention, diagnosis and treatment, and the entire human being’s health status. Through extensive global effort, we can significantly narrow the gaps in healthcare and biomedical information services between developed and developing countries, and between urban and rural areas worldwide. Task3: Needs assessment

8 Task4: Resource allocation In the meantime, we should survey global biomedical data resources; understand various data resources’ distribution, storage and current sharing status in each subject area, in each discipline, in each recognized data organization and corresponding data ownership, to prepare well for the initiation work of international biomedical data integration.

9 Based on the current status and urgent needs for global biomedical data resources, we will start global data sharing process step by step, piece-by-piece, and area-by-area to integrate, process, and create a series of usable database products to provide data sharing and information service for each country worldwide; to achieve quick technology transfer from existing research results for daily applications in basic medical research, clinical diagnosis, prevention and treatment, healthcare industry, and overall human health in the world. 10 Task5 Establish Management and Service System on International Biomedical Data Sharing We propose that each country set up a special fund for national biomedical data resources integration, databases buildup, nodes construction, localization of the international biomedical data, and provide data sharing services for government entities, medical professions, healthcare organizations, and ordinary persons who have biomedical data needs. We will build a professional data sharing expert team in biology, medicine, computer and information sciences worldwide. All of us will actively participate in international biomedical data integration, processing and sharing service, as well as providing data resources with regional characteristics.

11 Respecting intellectual property rights is a fundamental principle in managing data sharing activities. We will manage data sharing activities according to appropriate classifications, which will enable the maximization of authoritative data sharing globally, will provide excellent, economic and convenient services for all users globally. Finally, we will attract all sources of international funds to support biomedical data sharing, including business enterprise, insurances industry, different kinds of foundations, charity organizations, etc. We will invite all of them to participate in the joint efforts to construct a comprehensive, convenient data sharing platform for international biomedical data sharing to enable all of the citizen worldwide to access and enjoy the massive treasures of biomedical data resources to create a healthy and harmonious global community. 14 Suggestions Increase Participants from universities, institutions and governments Establish and start teleconference system on medical data sharing (each month) Collect and submit scientific data about projects and their output, such as reports, articles, patents. Needs analysis for global medical and health scientific data sharing services Train new researchers in IT, medical and health who will continue to contribute in the future to the development of next generation sharing platform
