2 - DG ENV Brussels, 5 March 2003 State of play and provision for next steps Draft proposal for INSPIRE framework Directive prepared by DG ENV in collaboration with its key partners Consultation of other Commission services has started Preparation of Commission decision on INSPIRE is foreseen for April Translation in April-June Adoption mid-June of Commission proposal for INSPIRE Framework Directive Once adopted, proposal sent to EP and Council to start first reading (or Council negotiations) EP: after the elections (September 2004) Council: after decision of EU presidency to put INSPIRE on agenda for starting negotiations

3 - DG ENV Brussels, 5 March 2003 The draft INSPIRE Proposal: General issues Current version of draft proposal is fully in line with contribution from the scoping task force: introduction of two annexes differentiation of policy measures according to annexes Current version of draft extended impact assessment is fully in line with contribution of the XIA task force: full analysis of two options (broad framework and focused framework) choice of focused framework as the preferred option Similar in structure to Proposal presented in Rome meeting

Objectives: cross-sectoral infrastructure for spatial information in EU (corresponds to ESDI) to support environmental policies and sustainable development Art. 2. Definition of key terms: e.g. interoperability, public authority, spatial data, spatial data sets, spatial data service, infrastructure for spatial information, metadata Art. 3. General issues: INSPIRE obligations and principles

11 - DG ENV Brussels, 5 March 2003 The draft INSPIRE Proposal Some key target dates Assumption: adoption of Commission proposal mid 2004 and adoption of Directive mid 2006 Mid 2006: establishment of INSPIRE committee: work programme: adoption of, : as soon as possible from mid 2006 onwards, specifications and guidelines for metadata and clearinghouse network, guidelines for third-party spatial data brought within INSPIRE and for third party use, guidelines for monitoring SDI’s mid 2008 (= entry into force of directive), harmonised data specifications for first priority Annex I and for Annex II spatial data mid 2009, Metadata annex I spatial data mid 2011, Harmonised data specifications for second priority data Annex I mid 2012, Metadata annex II spatial data
