4. Proposal of standardisation package
Revision of directive 98/34 (information procedure on technical rules and standards)
Extension to services (directive Bolkenstein)
Notification of new deliverables (e.g. national documents established by consensus by National Standardisation Organisations without bearing the denomination « standard »
Possible recognition of fora/consortia (similar to CEN workshop agreement?)
Revision of the EP and Council decision 1673/2006/EC on the financing of standardisation To adapt it to the modifications of directive (if necessary)

5. Proposal of standardisation package
Revision of Council Decision 85/97/EEC on ICT (Information Communication Technology) Standardisation
To limit the scope to communication networks and connected services and applications
Focus on interoperability
Listing the attributes allowing standards to be referenced in legislation and policies
Assuring flexibility for public procurement of ICT
Providing the possibility of referencing specific fora and consortia standards
Establishing a stakeholder’s platform for ICT standardisation

6. Options to be submitted to an Impact Assessment
Option 1: no change. The systems stays as it is.
Option 2: Support the ESO (CEN/CENELEC/ETSI and National Organisations) in their improvement programme
Introduction of WTO/TBT principles of standardisation (transparency, openness, impartiality, consensus, efficiency, relevance, consistency)
Request MSs to monitor a more balanced representation of stakeholders
Approve documents developed by forums and consortiums (a simplified procedure)
Encourage the ESO to use IT Tools to speed up their works
Obligation to answer EC mandates requests within 2 months

7. Options to be submitted to an Impact Assessment
Option 3: Impose criteria and obligations to Members States and National Standards Organisations
Free access to harmonised Standards (available free of charge)
Free access to TC
More involvement of Member States experts in mandated work (obligation to participate)
Decoupling of certification and standardisation activities

Option 4: Consolidate the European dimension
Centralized monitoring system of standardisation
the ESO (CEN/CENELEC and ETSI) are the major operators
ESO could be requested to develop EN standards directly in European committees (no national mirror committees)
ESO may approve, via simplified procedure, forums and consortiums documents / standards
As a counterpart, the European Commission would re-route its financing to ESO involvement into International standards and support translations beyond the official EU languages (to facilitate implementation of EN standards on third markets)

9. Options to be submitted to an Impact Assessment
Option 5: Complete overall of the European Standardisation System
EC can request standards (or similar documents) to any organisation (ESO or fora or any other) recognised as working under WTO/TBT principles
The interface between Standards Developing Organisations (SDO) and EC is managed via a specific European Agency,
This European Agency would accredit the Standards Developing Organisations (SDO)

Underway: Impact assessment at the level of ESO (CEN, CENELEC, ETSI) / NSBs (National Standardisation Bodies) and Members States
March/April: public (web) consultation on the 5 options
April: European Parliament (IMCO Committee) hearing « the future of European Standardisation »
Summer: EC proposal(s) for presentation to EP/Council
