Update on INSPIRE: INSPIRE maintenance and implementation and INSPIRE related EEA activities on biodiversity CDDA/European protected areas technical meeting Darja Lihteneger 05.09.2014

Outlines INSPIRE update: Roadmap INSPIRE Maintenance and Implementation Framework Support to INSPIRE implementation EEA project “CDDA in conformity with INSPIRE Protected sites” Experiences gained

INSPIRE Implementation Roadmap Metadata Discovery & View Download & Transformation Deadline for Annex I Protected sites Deadline for Annex III Bio-geographical regions Habitats and Biotopes Species Distribution

INSPIRE Maintenance and Implementation Framework INSPIRE Maintenance and Implementation Group: – European Commission expert group – composed of two permanent sub-groups: Policy sub-group (MIG-P) Technical sub-group (MIG-T) – Members: representatives of Members States, European Commission, European Environment Agency – MIG-T can set-up several temporary thematic sub-groups to execute the rolling work programme actions Tasks: – exchange of experience and good practice – advice on maintenance and implementation issues Rolling work programme will be adopted by MIG-P (September 2014) and executed by MIG-T and sub-groups

Submitting maintenance issues Source: JRC

INSPIRE MIG Rolling Work Programme topics Improve accessibility and readability of TG Create and maintain FAQ page Guidelines and best practices for access control Managing and using http URIs for INSPIRE identifiers Validation and conformity testing Registries and registers Extension of Download Service TG for observation, coverage and tabular data Update of Metadata TG Future directions for INSPIRE geoportal Update Annex I data specifications Simplification and clarification of GML encoding for spatial data Clarification of UML-to-GML encoding rules Theme specific issues of data specifications & exchange of implementation experiences in thematic domains Overview of INSPIRE coordinating structures, architectures and tools Improve usefulness and reliability of monitoring information Data and service sharing & licencing models XML schema maintenance Explore and improvement on the situation of controlled vocabularies in the framework of INSPIRE Improved guidelines for harmonised layer names Pilots for INSPIRE-based applications (including for e-reporting) Current higher activity Reason: to be in- line with Implementing Rules and TG for Annex II and III

Support to INSPIRE implementation Several European projects and programmes ISA – Interoperability Solutions for Public Administrations: – European Union Location Framework (EULF) – A Reusable INSPIRE Reference Platform (ARE3NA) INSPIRE MIG actions: – Pilots for INSPIRE-based applications (including for e-reporting) Activities in countries INSPIRE related work programmes EEAJRC DG ENV Other DGs / ISA MS MI WP

EEA project “CDDA in conformity with INSPIRE Protected sites” Why prototype? – Explore transformation workflow, tools and feasibility – Share knowledge for future harmonised and INSPIRE conformant data flow CDDA data flow is not changed in this prototype! Link to INSPIRE Protected sites: – area designated or managed within a framework of international, Community and Member States' legislation to achieve specific conservation objectives – Update of INSPIRE PS Technical Guidelines was published on April 2014

Transformation workflow – harmonisation process Initial/feasibility study of the transformation is helpful! Study of source and target data models Conceptual mapping Development and documentation of mapping rules Data transformation into GML Validation and testing of GML Publication of GML files Relevant Data Model (harmonised)

Conceptual level: data models used in prototype Identified tables and attributes for mapping with INSPIRE PS Simple application schema CDDA (European data sets) Source data model Target data model INSPIRE PS: Simple application schema provides limited set of fundamental attributes Several code lists, enumeration +

Conceptual mapping result: extended INSPIRE PS code lists for European CDDA purpose Minimum extension of INSPIRE PS code lists for the purpose of European CDDA keeps the important information on national designations together with the INSPIRE PS! One INSPIRE attribute is not mapped - conceptual differences! Extension – code list Mapped elements

Interoperability, re-use, code lists matches 1/2 Attribute SITE_CODE (CDDA) is used as part of INSPIRE identifier All the code lists used in the extended INSPIRE PS - CDDA data model are already available: – http://dd.eionet.europa.eu/vocabulary/cdda/designationtypecategory/ http://dd.eionet.europa.eu/vocabulary/cdda/designationtypecategory/ – http://dd.eionet.europa.eu/vocabulary/cdda/designations/ http://dd.eionet.europa.eu/vocabulary/cdda/designations/ localId SITE_CODE

Interoperability, re-use, code lists matches 2/2 Semantic match between INSPIRE IUCN code list and EEA vocabulary for IUCN code list INSPIRE code list IUCNDesignationValue http://inspire.ec.europ a.eu/codelist/IUCNDesi gnationValue Vocabulary: IUCN protected area management categories http://dd.eionet.europa.eu/voc abulary/cdda/iucncat/view Become voidable properties in INSPIRE

Examples: software tools for data transformation into GML Mapping rules in HALE editor (mapping between source and target models) GML encoding Geometry (multipolygon)

Experiences Participation of thematic, technical and INSPIRE experts is needed Conceptual mapping is time demanding, ensure enough time for this transformation workflow step! Detailed comparison is needed between selected data models and requirements from related specifications (feature types, attributes, code lists, formats, no data) Don’t force conceptual mapping if the meaning / purpose of concepts is too different (example of INSPIRE PS attribute legalFoundationDocument)

Experiences The current CDDA data model is highly compatible with the INSPIRE Protected sites Simple application schema Recommendation: to fulfil and keep the European CDDA purpose, the minimum extension to INSPIRE PS is recommended to provide the national designations and categories Currently on-going: check the experiences from the prototype with the experiences of the INSPIRE implementation in the countries: – INSPIRE metadata for spatial data and services – WMS – WFS

Putting INSPIRE components together (example: Netherlands) http://www.nationaalgeoregister.nl/geonetwork/srv/ dut/search#|{b4ad9449-1106-4285-ba98- 7f3116e17b82} Metadata http://geodata.nationaalgeoregister. nl/nationaleparken/wms? View (WMS) http://geodata.nationaalgeoregister.nl/nationalepark en/wfs? Download Download data for use in GIS and applications
