Proposed Amendments Exemption from Regulation 5.23 (c), which requires a minimum 1.5 metre wide planting strip adjacent to 1 st Avenue East. In this instance, the proposed building has no planting strip indicated along this street frontage and it does not appear possible to include. A small commercial use is proposed on the ground floor. In this regard, Special Provision requires that 55% of the gross floor area of the ground floor be devoted to non-residential uses. The proposed ground floor plan does not satisfy this regulation. As such, the proposal would also require an exemption to the zoning requirement of Special Provision Change a portion of the Hazard Zone to the Core Commercial Zone subject to a Special Provision
