Regional Workshop to disseminate Water Supply and Sanitation Standards of Quality of Service, adapted to LDCs Preparation to the ISO TC 224 Draft Standards test in Africa. WBI/InWEnt/AfWA/NWSC WORKSHOP KAMPALA (UGANDA), JULY 24-27, 2007

WBI/InWEnt, Kampala, July, ISO Workshop2 Conclusions of ISO Rabat workshop and follow up of ISO implementation first steps Denis Désille programme Solidarité Eau

WBI/InWEnt, Kampala, July, ISO Workshop3 Who was at the ISO Rabat Workshop? Representative of the 4 main water stakeholders (users, local governments, operators and regulators) From 10 French-speaking African countries (Benin, Burkina Faso, Burundi, DRC, Mali, Mauritania, Morocco, Niger, Senegal, Tunisia)

WBI/InWEnt, Kampala, July, ISO Workshop4 What has be done?  Not a training but collective works :  for a better understanding of ISO standards  to design how ISO process can be implemented  Works were based on similar activities than those scheduled for Kampala (standards presentation, discussions for understanding, methodology, standard extract studying, etc.)  But ISO Kampala workshop has been updated with:  Rabat workshop conclusions  First learning from countries where ISO process has been launched

WBI/InWEnt, Kampala, July, ISO Workshop5 ISO Rabat main conclusions (taken into account for Kampala Workshop)  Each site will define its own monitoring system + criteria evaluation  An evaluation is needed between stages 2 and 3, to be sure action plans are realistic and shared between all stakeholders  National ISO process advancements will be shared each 6 months at STC AfWA meetings  National Standards committees must be informed and (if possible) involved in ISO process  A road map is needed to implement the first steps of ISO process (moving from a conceptual approach to pragmatic orientations)

WBI/InWEnt, Kampala, July, ISO Workshop6 ISO road map implementation in 4 francophone countries - What has be done ? BeninBurkinaNigerSenegal Report on the workshop YES Form an ISO mirror committee In pro.YESIn pro. Select sites for the test YES Identify stakeholders at local level YESIn pro. Form local pilot committees YESIn pro.NO Estimation of necessary resources YESNO

WBI/InWEnt, Kampala, July, ISO Workshop7 Conclusions  If ISO 2451X main objectives are the same, local implementation will be specific to each context  Local motivation is the key for success (ISO leaders must be national and local African water and sanitation services stakeholders)

WBI/InWEnt, Kampala, July, ISO Workshop8 Thank you Denis Désille
