Enhancing quality of international migration outcomes and the statistics on circular migration by using a micro-approach in demographic accounting and population registers ITALY - Istat, National Statistical Institute Tucci Enrico, International workshop on methodological challenges for the study of return and circular migration January 2015, Madrid (Spain)

Data Sources – POP REG 2

The current situation 4

Changes of residence in real time 5

Limitations of the source Time criterion 12 months (only National that emigrate should intend to stay for at least one year) Irregular migrants (extra EU citizens must provide a stay permit along with the POP REG enrollment application.

Current information frame of population accounting 7 Improving quality of international migration outcomes, Enrico Tucci – Chisinau, September 2014 CENSUS IMMIGRANTS POP T+1 DEATHS BIRTHS EMIGRANTS IMMIGRANTS DEATHS BIRTHS EMIGRANTS POP T+2 Based on aggregated flows of demographic events

Possibilities for the study of return migration Record linkage, longitudinal analysis.

Possibilities for the study of return and circular migration Variables related to the flow Date of migration Country of emigration/immigration Variables related to the person Sex Date of birth Citizenship Country of birth Civil status Educational attainment

Possibilities for the study of return migration Between 2005 and 2013, Native born Nationals returned to Italy after having been international migrants

Return migrants (Italian citizens born in Italy) by country of residence abroad

Possibilities for the study of circular migration Between 2005 and ,605 persons (nationals/non nationals) have undertaken at least three international migrations from/to Italy.  25,542 records are fully consistent (…emigration – immigration – emigration …)  9,063 records are not consistent (two emigrations or immigrations in row)

Migrants with at least 3 movements by number of movements Number of movementsMigrants%

Migrants with three movements: duration of stay abroad and in Italy Italy Abroad Italy

Migrants (at least 3 moves) by duration of stay in Italy and citizenship

Migrants (at least 3 moves) by duration of stay abroad and citizenship

The future system: ANPR 5

new information frame of population accounting, based on individual flows of demographic events (MIDEA), that will continuously feed a population stock register (ANVIS) for statistical purposes. Progress and future plans: MIDEA - ANVIS 7

Future information frame of population accounting 7 CENSUS IMMIGRANTS POP T+1 DEATHS BIRTHS EMIGRANTS IMMIGRANTS DEATHS BIRTHS EMIGRANTS POP T+2 Based on individual flows of demographic events

POP registers for migration statistics. Longitudinal analysis possible but quality and consistency should improve ANPR will allow MIDEA-ANVIS statistical system. It aims to achieve substantial improvements in terms of data quality, coverage, internal and external consistency. It should provide more consistent and standardized information on population stock and flows Conclusions 11
