The Future of Proactive Police Management What is overwhelmingly true for the proactive police manager is global awareness and global thinking. Transnational crime and terror is now in everyone’s local neighborhood. » Think globally Police locally

Anticipating the Proactive Police Universe Proactive police managers have to be able to discern current trends in order to anticipate events

Main Issues Increase cost for medical services medical services and drugs Growth of inexpensive technology Increased economic and social division Increased diversity all over the U.S. Career equity regardless of gender, race or ethnicity Increased multinational organized crime

Decline in crime rates but concern for violent crime by youths Concern for cybercrime Increase in resources for homeland security

Proactive Police Response and Considerations To be truly cost effective and proactive with adequate resources there is a major need for regional police cooperation and consolidation Deployment of community police Planning to anticipate planned and unplanned events, including critical incidents and hot spots Greater dependence on auxiliary and private police and security Greater education and training for executives in law enforcement

Personnel Practices Given the current trends in positive personnel selection, it is possible that we may see the following in the future College education required for recruits Men and women in all areas of the department and at all ranks on an equal basis Police recruit selection process placing less emphasis on pen and pencil paper test and more testing on role playing, interview, aptitude and other assessments.

Proactive Policing Management Model 1.Participatory management with more responsibility and authority to supervisors on the street. 2.Centralized rapid response for critical incidents and emergencies 3.The community sets the agenda for proactive policing in every neighborhood. 4.All segments of the police department work with the community to prevent crime

5. Proactive, planned and limited patrolling. The split force will have a section responding to 911 calls and a section for planning, hot spot targeting, etc. 6.Planning, forecasting and anticipating events taking place. 7.Training and education will take place side by side. Extensive hiring process will allow the new officer to enter a highly professional training program.

8. There will be a “smart” police force that will use technology extensively. 9. The proactive police department will use the planning and technology to solve crime.
