Updated Progress of Communication Standardization Activities in CCSA, 2005 Baoxin Zhou Secretary-General China Communications Standards Association April 10th, 2006

General  Organization Development ;  Progress of Standards Study  Technical Standards Awards ;  Operation Mechanism Innovation ;  International Contributions ;  Cooperation With Other Organizations ;  Publications ;  Guideline and Principle for Standards Development.

Organization Development  With the expansion of CCSA’s influence at home and abroad, CCSA have attracted more companies involved in the communication standardization. The number of members and observers of CCSA has already been up to 180 up to the end of  A new Working Group named “Service and Application Working Group” was founded under Network and Switching Technical Committee (TC3), which involves studies on service and capability requirements, service framework, service classification, technical solutions on various services, mapping of services on core network protocols.The WG9 which involves SCDMA/WCDMA was newly founded under Wireless Communication Technical Committee (TC5) with the mergence of former WG1 and WG2.Also, AH2 was founded under TC5, which will follow and study IOT progress in the world and develop IOT related testing specifications or provide advices to other WGs to develop IOT-related technical specifications.  Electromagnetic Environment Influence and Safeguard Technical Committee (TC9) was newly established.  Up to now, there are nine Technical Committees and thirty two Working Groups in all in CCSA.

Members/Observers Component

Progress of Standards Study ( 1/2 )  267 industry standards and research projects were newly started in Plus the 366 standards and projects transferred from 2004, 633 standards or projects totally are being developed or to be developed;  In 2005, CCSA put emphasis on the development of standards on 3G core network, service application and enhanced HSDPA. We have completed the standards of network framework for interworking between softswiching network and mobile network, as well as technical requirements for multimedia services etc.

Progress of Standards Study ( 2/2 )  CCSA has started studies on some important and hot new communication technologies such as home network, IPTV 、 FTTH 、 WiMAX 、 ASON,etc., which make the standards research work of CCSA in front of communication technologies all the time, so as to establish foundation for standards development in the future, and to provide reference or guide for standardization activities.  To meet the weak and disabled persons’ requirements, we are putting emphasis on the study and development of information barrier-free standards;

CCSA Technical Standards Awards  In order to commend the groups or individuals who have make great contributions to technical innovation, social benefits and economic benefits, “ CCSA Science and Technology Award ” was founded with the approval of MII and Ministry and Science and Technology, to encourage the technology developer.  This is the first time for CCSA to carry out such science and technology awarding activity in the field of communication standards throughout China. Through strictly examining and commenting by experts, 14 projects out of 63 were awarded, which cover WDM, IP phone, softswiching, network management, DSL, CDMA 1X technical standards etc.

Operation Mechanism Innovation ( 1/3 ) Due to the sustaining development of communication industry, CCSA will improve and adjust the management and operation mechanism accordingly, to perfect working program to adapt it to the need of development of communication standards, so as to realize the purpose of “timely, efficient and flexible”. In 2005, 2 Ad hoc Groups and 1 Special Task Group were established.  Home Network Ad hoc Group For the first time, CCSA adopts Rapporteur system in this Group.When time is mature, this system will be adopted by other WGs. Now, technical standards system on Home Network has been determined in this Group.

Operation Mechanism Innovation ( 2/3 )  Internet Content filtering Ad hoc Group In order to match "the sunlight Internet Content Filtering Project" raised by MII, Internet Content filtering Ad hoc Group was established in Security Management WG in Information Security Technical Committee of CCSA to standardize Internet terminals.  Scope of Activities: To avoid spam, bad short message,carry out Internet Content Filtering Project to safeguards the young people’s healthy growth, cooperating with Internet Society of China, CCSA will develop relative series products standards and testing standards.

Operation Mechanism Innovation ( 3/3 )  IPTV Special Task Group As a new service based on broadband multimedia, IPTV has attracted attentions from the industry in recent years. In view of some standards of urgent needs, through discussion with IP and Multimedia Technical Committee, relevant bodies and experts, CCSA established IPTV Special Task Group to carry out studies on IPTV standards.

International Contributions  In 2005, more than 1000 participants of ITU, 3GPP, 3GPP2, TMF, OMA, IEEE, IETF and other international organizations are from CCSA’s members. Now, we have 26 experts taking positions in these organizations. Last year, 361 contributions discussed in CCSA were submitted to ITU, 1201 to 3GPP, and 154 to 3GPP2. After several years’ effort, the number and the technical depth and quality of the contributions increase year by year. Moreover, the acceptance rate has also been promoted.

International Contributions Trend

Internal and External Relationship CCSA attach importance to the exchange and cooperation with both domestic and foreign standards organizations.  Last August, CCSA joined GSC as a tenth partner.  The Chairman of the Council, Mr.Gaofeng Zhu met information and communication ministers from ASEAN during the “China-ASEAN Telecom Week”.  Last December, Mr.Gaofeng Zhu, as head of delegation of CCSA, visited ANSI 、 NIST 、 ITA 、 IEEE 、 TIA 、 ATIS, and also Nortel, Lucent, Motorola, UT Starcom,Cisco, CINGULAR etc., which promoted mutual understanding and communication.  The exchange and cooperation among CJK SDOs have made further progress.  CCSA has hosted or supported several meetings of ITU-T FGNGN, 3GPP and 3GPP2 in China, which contributed to international standards activities.  In order to promote the exchange and cooperation between the Mainland and Taiwan, together with CESA and SINOCON Foundation, CCSA has hosted “Mainland-Taiwan Information Technology and Standards Forum” in July last year.

Publications  “Communication Technology and Standards” was semimonthly published 24 issues. “Information Briefing” was monthly published 12 issues. Furthermore, several Study Reports such as “Study on RFID Technology”, “Study on Telecommunication Service Standardization”, “General Study on Home Network” and so on. These publications promptly reported the updated activities of CCSA and its Committees, propagandized the achievements of CCSA in the field of standardization in a year, popularized the standardization experience of member companies, at the same time provided a way to members and observers to get to know what CCSA had done.  In combination with technical workshops, CCSA promptly published several Paper of Special Edition, such as “Network Convergence and IMS”, “Discussion on IPTV Service Application and Development”, “MAN Networking and Technologies” etc., which provided information on communication technologies and services.  “Standards List 2005”, “Brief Introduction to Standards 2005”and “Corpus of Experts Forum”were published.  Annual Report 2005 is being edited.

Guideline and Principle for Standards Development  To insist on the principle that the technical innovation takes as the basis, the increase of key technology of independent IPR in the standard as the emphasis, meeting the needs of development of information industry as the goal; so as to improve the standardization level of the national information and communication industry, so as to contribute to realize the powerful nation in the field of telecommunications;  To extensively establish friendly cooperation with other standards organizations. Changing the standards development method from only adopting international standards to actively participating in the development of international standards;  To set up a market-oriented management mechanism in which the government takes as the pilot, enterprises as the main body, and the standards organization as the platform, widely attracting manufacturers, universities, institutes and users to participate in standards Development;  CCSA will follow the principle of “Openness, Fairness, Justness and Consensus” in conducting its standardization activities.
