Association of Directors of Social Work (ADSW) Wendy Jack Strategy and Policy Manager, West Dunbartonshire Community Health and Care Partnership 1

Public Bodies (Joint Working)(Scotland) Bill The Bill which will require territorial NHS health boards and local authorities to integrate strategic planning and service provision arrangements for adult health and social care services (as the minimum required by law) within new Health & Social Care Partnerships (HSCPs) from the 1 st April LEGISLATIVE CHANGE

The key feature of the Bill is that health boards and local authorities must take joint and equal responsibility for the delivery of all the nationally agreed outcomes for health and wellbeing. How local services are organised at the front line is a matter for local areas/partnerships to agree. 3 LEGISLATIVE CHANGE

Local integration will also take account of other recent or impending legislation to ensure that the new arrangements are as state-of-the-art as possible These include: The Social Care (Self-directed support) (Scotland) Act The Children and Young People (Scotland) Bill (when enacted). The Community Empowerment and Renewal Bill (currently being consulted upon). MODEL OF INTEGRATION GOVERNANCE

Who else is involved in integration?  Third Sector Interface; nationally and locally  Scottish Care; nationally and locally  Education  Housing & Registered Social Landlords (RSLs)  Community Planning partners; e.g. police, fire service and colleges 5

What does this all mean?  Accessing frontline services 6
