Who We Are EVOC “helps to support, develop and promote the interests and work of voluntary and community organisations in Edinburgh.” EVOC’s Strategic Partnership work includes: Co-ordinating and supporting the Voluntary Sector Forums in the City across neighbourhoods the Third Sector Strategy Group (TSSG) the Compact Partnership (Third Sector liaison with the Public Sector) Representing Third Sector interests in/at: Edinburgh Partnership Health and Social Care Partnership Integrated Children’s Board Council Committee Meetings

The Rationale for Locality Transformation Current service delivery model creates: additional costs unnecessary bureaucracy ultimately poor outcomes for citizens and communities, especially those with complex needs. Future service delivery model needs to focus on: Christie Commission Total Place Change Funds Public Bodies (Joint Working) (Scotland) Act 2015 Community Empowerment (Scotland) Act 2015 Neighbourhood Partnerships + Local partnership initiatives Integrated local services Empowering employees, citizens, communities and partners

Health and Social Care Partnership and Locality Working 4 Legal requirement to work in localities and was the driver behind the full city change to localities HSCP Managers appointed a few months ago, working into these posts There will be a central core team for older people, disability, mental health, substance misuse, primary care and public health

H&SC Partnership Locality Model Locality structure will deliver all of its generic services in either - Geographical clusters – complex needs and longer term interventions based around GP’s practices - Locality hubs – crisis or short term interventions bringing together practice teams Integrated mental health and substance misuse team in each locality Cluster 1Cluster 2 Hub Mental Health and SM Team

14. City of Edinburgh Council and Locality Working 4 A team in CEC has been working towards locality working for the last year, consulting with partners including EVOC Meetings held with CEC staff in February to start to orientate towards this change Move towards localities has started and working towards implementation from July 2016 Locality Leader and Locality Managers for each locality now in place. Many services already working in areas so little immediate change to on the ground services

Police Scotland Started from 1st April working in localities Changed their boundaries to meet the new locality boundaries Fire and Rescue Service Already fire stations situated in the localities Changed their boundaries to meet the new locality boundaries. Edinburgh College Campus across the city Starting to look at how to work with the new model Third Sector EVOC been involved representing Third Sector interests and VSF and TSSG have also been involved Now discussing how to work with the new model - TODAY 5 Other Partners and Locality Working

16. How do Partners Work Together 4 Locality Leadership Teams (arranged by CEC) have been established for each locality. Planned monthly meetings – first one held in March 8 CEC staff including the Locality leader and the Locality Manager Police Scotland lead NHS lead Fire & Rescue Service HSCP locality manager Edinburgh College lead Voluntary sector lead

Locality Work Going on Now 4 March meeting of the Locality Leadership Team Sub group has been set up to look at orientation/ inductions for people who are new to the locality (June Dickson – EVOC) HSCP are working on operational structures HSCP are exploring new ways of working to look at reducing older people’s hospital stays in the South East
