CHP Views General support in principle for proposals but concern about lack of detail to allow proper consideration. Concern re possible disconnect re staged approach (focus should be on outcomes not age) Support for addictions, mental health and LD to be included Strong support for locality planning with community and professional engagement and involvement (minimum guidance required – allow local determination thereafter),

Some Key Issues Children’s services Not considered in proposals… removal of CHPs will leave a void, concerns re transition between services Shifting the balance of care Proposals focus on health and social care not primary/community and secondary care

CHP Views….. Strong support for locality planning with community and professional engagement and involvement Important to engage with GMS contractual arrangements ( and with locality planning) Strong support for bottom up approach with strong community participation.

CHP views…… Strong support for joint accountability – particularly reflecting democratic process of local authority Agreement with SOA and performance approach Support and agreement with governance processes outlined, but clarity required around accountability of individuals/organisations. Concern about different patterns of health and social care across Scotland if too much scope for local freedoms to determine local models

CHP Forums Learn from Ayrshire’s unique CHP Forum experience to plan future engagement with staff, patients and public, third and independent sectors

Gaps Workforce – huge implications but very little mention. Reducing health inequalities and Prevention not highlighted enough Little focus on service user engagement

Consultation Response Culmination of engagement process CHP response submitted as appendix to NHS Ayrshire and Arran response. Response submitted by 11 th September, 2012 to Scottish Government
