MINISTRY OF DEFENCE REPUBLIC OF BULGARIA Standardizing language training programs in the Bulgarian military educational institutions Olga Sotirova, LTC S.Stamatov Personnel Policy Directorate, MoD The language training of the Armed Forces personnel is one of the main tasks that will lead to meeting the criteria of the Partnership goals and providing the necessary conditions for the functional integration of our country in the political and command structure of NATO. Partnership Goal PG G 0355 I is related to the Action plan for NATO membership and should be applied throughout the structures of the Armed Forces. Ministry of Defense – EG 0356 1. A Package of Force Goals 2004 was approved in September 2004. 2. A ministerial order was issued to distribute responsibilities and control functions among the executive agencies. The Personnel Policy Directorate is the responsible agency for ЕG0356 LANGUAGE PROFICENCY OF THE DEPLOYABLE FORCES. 3. With ratification protocol 20, Item 5 – Oct.2004 – NATO STANAG 6001 (ed. 2) LANGUAGE PROFICIENCY LEVELS – was officially applied to MoD and Bulgarian Army personnel as of January 1, 2005. Model of English Language Training General description of the model of training The English language training follows the model of career development of military personnel and is carried out through the following complementary forms: - training towards a Bachelor’s or Master's degree in the field of “Military Science” provided by the military institutions for higher education; - training in intensive and non-intensive English language qualification courses; - training in the form of distance learning and ESP courses; Courses for maintaining the level of English language are planned as inseparable part of the systems for preparation of units of high and low readiness level for participation in missions and operations, of units that will be part of multinational contingents and carry out tasks in the full range of modern military operations. Model of the English language training English language training in the curricula of Vasil Levski National Military University, Nikola Vaptsarov Naval Academy and Georgi Rakovski Defence and Staff College The minimum number of allotted classes in the curricula for achieving Bachelor’s and Master’s Degrees in the professional field of “Military Science” is 700. Intensive Language Training in Post-Graduate Qualification Courses The intensive language training in post-graduate qualification courses is carried out in the departments and faculties of the Defence and Staff College, the National Military University, the Naval Academy and the Foreign Language Training Centre. Training is carried out in courses on four levels: Level one – duration 18 weeks. The aim of the course is to provide initial language training to absolute beginners. Level two – duration 18 weeks. Eligible for training are holders of STANAG 1-1-1-1 Certificates, Certificates for successfully covered Level 1 Course or Certificate issued by the Commandant of the respective educational institution proving sufficient coverage of Level 1 Final test requirements Level three – duration 15 weeks. The aim of the course is to provide adequate preparation of trainees for achieving STANAG 6001 level 2-2-2-2. Level four – duration 12 weeks. The aim of the course is to provide adequate preparation of trainees for achieving STANAG 6001 level 3-3-3-3. Training abroad is carried out on bilateral cooperation agreements in courses with duration between 1 and 5 months in the UK, the USA, Canada, Hungary and Slovenia. Eligible for these courses are military and civilian personnel with SLP of a minimum STANAG 6001 1-1-1-1. BILC conference Budapest May 29 - June 1 2006

Training in intensive English language courses is organized and administered in the following structures: - level one (elementary) and level two (pre-intermediate) – predominantly at the Centre for language and computer training and information technologies, and when necessary – at the military educational institutions; - level three (intermediate) and level four (advanced) – at the departments and faculties of all military educational institutions and at the Centre for language and computer training and information technologies; - specialized courses – at the departments and faculties of all military educational institutions - specialized English for Staff Officers – at Rakovsky Defence and Staff College - Intensive courses are carried out at the Rakovsky Defence and Staff College, Vasil Levski National Military University, Vaptsarov Naval Academy, in units of the Bulgarian Armed Forces, in military training bases of the different Services and civilian organizations.  Курсовете се провеждат с хорариум 400 учебни часа на ниво І – начинаещи, ІІ – средно напреднали и ІІІ – напреднали с продължителност до 14 седмици. - Non-intensive courses are carried out at the MOD, the General Staff, units of the Armed Forces and civilian training organizations.  Курсовете се провеждат с хорариум 200 учебни часа на ниво ІІІ – напреднали и по-високи. Продължителността се определя в зависимост от честотата на учебните занятия. - Distance courses are organized by Rakovsky Defence and Staff College, Vasil Levski National Military University, Vaptsarov Naval Academy and units of the Bulgarian Armed Forces. Non-intensive training courses The non-intensive English language courses are to be organized into various forms and with various duration and frequency depending on the course. A system for distributed learning is being developed at the Defence and Staff College, the National Military University and the Naval Academy for the purpose of conducting refresher courses for maintaining the language levels. Participation in this form of training is regulated by a Ministerial order. Във Военна академия “Г.С.Раковски” обучението по английски език се провежда с: - кадрови военнослужещи, които се обучават за придобиване на образователно-квалификационна степен “магистър”, като при завършване на обучението придобиват ниво 2222 съгласно стандарта на НАТО СТАНАГ; - кадрови военнослужещи и граждански лица, включени в списъка на длъжностите по Цел за партньорство PG G 0355I и тези, прогнозирани за заемане на определените длъжности; -  кадрови военнослужещи, предвидени за участие в международни мисии, операции и щабове. В НВУ “В.Левски” и ВВМУ “Н.Й.Вапцаров” обучението по английски език се провежда с: - курсанти в редовния курс на обучение за придобиване на образователно-квалификационна степен "бакалавър”, като при завършване на обучението придобиват ниво 1111 съгласно стандарта на НАТО СТАНАГ. Випускниците на ВВМУ “Н.Й.Вапцаров” – специализация “Корабоводене”, полагат държавен изпит по английски език; -  кадрови военнослужещи и граждански лица, включени в списъка на длъжностите по Цел за партньорство PG G 0355I и тези, прогнозирани за заемане на определените длъжности. В центровете за военна подготовка към учебните бази на видовете въоръжени сили обучението по английски език се провежда с: -  кадрови сержанти и войници, включени в списъка на длъжностите по Цел за партньорство PG G 0355I и тези, прогнозирани за заемане на определените длъжности; -  кадрови сержанти и войници, предвидени за участие в международни мисии и операции по поддържане на мира. В поделенията от Българската армия обучението по английски език се провежда с: -  кадрови военнослужещи от силите за развръщане, включени в списъка на длъжностите по Цел за партньорство PG G 0355I, и тези, прогнозирани за заемане на тези длъжности и предвидени за участие в международни мисии и операции по поддържане на мира. Expected final result of English language training The final result will be considered successful if at the end of the training process military and civilian personnel have developed their language proficiency in all skills (listening, speaking, reading and writing) at a level, sufficient to enable them to perform successfully within the range of their professional competence, to integrate into a multinational environment and to continue to improve their proficiency level on their own. Във ВА “Г.С.Раковски”  Новоприетите слушатели за редовно обучение започват обучението си с нулев семестър, през който преминават интензивен курс по английски език в обем 370 часа. През І и ІІ семестър занятията по език са в рамките на редовната магистърска програма в обем на 340 часа. Кадровите военнослужещи и граждански лица от системата на Министерство на отбраната и Българската армия се обучават в курс "Оперативна съвместимост" с продължителност до 14 седмици по интегрирана учебна програма. Предмет на обучението е специализиран английски език и щабни процедури в многонационални оперативни сили. Основна цел е постигане на оперативна съвместимост в международен и регионален аспект.   В НВУ “В.Левски” и ВВМУ “Н.Й.Вапцаров”  Курсантите изучават английски език в рамките на редовната бакалавърска програма с хорариум от 300-700 часа в зависимост от специалността. Кадровите военнослужещи и граждански лица от системата на Министерство на отбраната и Българската армия преминават курсове за I, II и ІІІ ниво по единна система за обучение и по една утвърдена учебна програма с хорариум 400 часа.  В учебните бази към видовете въоръжени сили  Кадровите сержанти и войници от Министерство на отбраната и Българската армия преминават интензивни курсове за I и II ниво по единна система за обучение и по една утвърдена учебна програма с хорариум 400 часа. В граждански обучаващи организации  Кадровите военнослужещи и граждански лица от системата на Министерство на отбраната и Българската армия преминават интензивни курсове за I, II и III ниво по единна система за обучение с хорариум 400 часа и неинтензивни курсове за III и по-високо ниво с хорариум 200 часа. System for control and evaluation of English language proficiency The evaluation of the language skills of trainees attending courses is carried out through the following forms of control: - entry control –administered at the beginning of each course by the training institution in order to establish the entry level skills of the trainees; - current control – administered by instructors in compliance with the syllabus in order to evaluate acquisition of taught material; - exit (final) control – administered at the end of the course to measure the level of language skills. 1. Кадрови военнослужещи и граждански лица, които са преминали I и II ниво и тези, на които резултатите по СТАНАГ 6001 са с една степен под изискванията, посочени в Цел за партньорство PG G 0355 I: - обучават се за III ниво (основен и специализиран английски език) в страната по специализирани програми според нуждите на обучаемите. Препоръчително е офицерите и сержантите да се групират по способности и задължения и да работят за развиване на определени умения на необходимото ниво; -  обучават се в специализирани езикови курсове в чужбина.   2. Кадрови военнослужещи и граждански лица, чиито длъжности са включени в Цел за партньорство PG G 0355 I, а не отговарят на изискванията посочени в целта: - обучават се последователно в два модула I и II ниво по 14 седмици в интензивни курсове - общо 800 учебни часа с преподавател. При невъзможност за последователно обучение след завършване на определен модул до включването им в следващия модул определеният личен състав следва определена програма за самоподготовка (дистанционно обучение). -  обучават се в езикови курсове в чужбина. Групите са състоят от 10-12 души и се обучават по 6 учебни часа дневно за интензивната форма на обучение. Ползват избрана от тях и приета от Програмния екип система на обучение. Препоръчителни системи са: Headway и American Language Course. Допълнителни материали с военен специализиран профил, които могат да се ползват са: Command English, Tactical English, Military Terminology Course и периодични издания. За усъвършенстване на отделните езикови умения част от занятията се провеждат във фонетичен кабинет, компютърна зала или видеозала. Evaluation of language skills of military and civilian personnel according to NATO STANAG 6001 Requirements for test candidates: - to hold a valid STANAG 6001 certificate or certificate whose validity expired not longer than a year ago; - to have achieved a result of minimum 65 points at an ALCPT in the year of applying for taking the test or the previous year.
