Royal Decree 1890/2008, of November 14th, approving the Regulations of energy efficiency in public ligthing systems and its complementary technical instructions EA-01 a EA-07. Royal Decree 842/2002, of August 2nd, approving the Regulations for low voltage electric systems. 1. Legal framework Navarre Law 10/2005, of November 9th, regulating lighting systems por night environment protection. Navarre Decree 199/2007, of September 17th, approving regulations in accordance to Navarre Law 10/2005.

 Regional Ministry of Local Administration:  Objective: Promote and develop actions in Municipalities by means of triennial plans.  Subsidized actions: not only public lighting but also other public services related to water, waste management, etc.  Criteria: state of the current lighting system and economic return of the action. 3.  Regional Ministry of Environment:  Objective: Promote and develop actions in Municipalities members of the Network of local sustainable Municipalities  Subsidized actions: public lighting, RES installation, Municipal buildings refurbishment, rural paths...  Criteria : Type of action, budget, documentations submitted and other criteria. 3. Actions by the Administration of Navarre

 Regional Ministry of Industry:  Objective: Promote renovation of public lighting systems by the Municipalities with energy efficiency criteria.  Subsidized actions  Energy audits of existing lighting systems  Renovation of existing lighting systems with energy efficiency criteria  Criteria:  There has been an evolution from 2006 to Actions by the Administration of Navarre

 Regional Ministry of Industry: Criteria:  : No previous energy audit needed. No specific technology required.  2009: No previous energy audit needed. Renovation by changing to LED required.  2010: No previous energy audit needed. Renovation by changing to LED required or lighting flux regulation systems required.  Staff from the Regional Ministry of Industry meets “Cel fosc” and starts a collaboration period with this association and some independent consultants in lighting systems. All of them work for free, just looking for a better job.  2011: Previous energy audit compulsory. Renovation must follow energy audit recommendations. In addition, the existing installation must be 20 year-old, renovated installation must have “A” energy efficiency label and minimum light pollution. 3. Actions by the Administration of Navarre

 Regional Ministry of Industry: Other actions:  2012: Study of LED installations in Navarre.  Special action for very small municipalities (less than 200 inhabitants)  The Regional Ministry pays an independent lighting audit for 173 small municipalities in order they can later take measures to improve an save energy.  2012: Handbook on efficient management of public lighting systems. 3.
