2. ¿WHAT´S AGECAM?  AGECAM, S.AU., is a public company of the Regional Gobernment of Castilla-La Mancha attached to the Regional Ministry of Territorial Planning and Housing  Borns in 1999 with the fundamental mission of promote and impulse the energy efficiency and renovable energies in the Region, added to combine all with the environmental protection and the optimum energy resources management in the different consumers sectors of Castilla-La Mancha.

3. (Aproved in Council of Ministries in 20th july 2007) Energy Saving and Efficiency Strategy in Spain (E4) Action Plan 2008-2012 (APE4+) INSTRUMENTS - Economics - Statutory, Rules -Information, Training and Promotion - R+D and Demostration

4. Objectives Public Admnistrations wil contribute to the Plan with 2.367 millions of euros (of 15.182 €), a 20,2% more than E4 indicates for the period 2008-2012. Average esteemed saving: 480 €/pet* -------------- 45.056 M€ 18 €/tCO2 -------------- 4.286 M€ 49.342 M€ Plan´s profits, by energy and emissions saving, will allow to get back in 2017 3,25 euros for every euro invested in 2008-2012. The main objective is to reduce 9 % the current (2006) primary energy cosumption for 2012 and 20% for 2016 It will generate a saving of 87,9 million petroleum equivalent tons (equivalent to 60% primary energy consumption in Spain during 2006) and will allow to ahieve a 238 Mt of CO 2 emissions reduction to the atmosphere. * CONSIDERING 65 €/BARREL OF BRENT (159 LITERS = 0,13878 pet )

5. According to these formulated principles, there have been defined five strategic objectives of the 2008-2012 Action Plan: 1.Recognize energy saving and efficiency as a economic and social welfare growth instrument. 2. Shape the adequate conditions for spread out and develop, in society, the knowledge about energy saving and efficiency. 3. Impregnate energy saving and efficiency in every national strategy and specially the Spanish Climate Change Strategy. 4. Promote the market competence under the legal principle of energy saving and efficiency. 5. Consolidate Spain standing in the vanguard of energy saving and efficiency.

6. 2008-2012 ACTION PLAN OF ENERGY SAVING AND EFFICIENCY STRATEGY (E4) Energy saving and efficiency 7 Areas (Industry; Transport; Building; Public Services; Domestic and Offimatic Equipment; Agriculture, and Energy Transformation) Especifies concrete measurements for every sector. Have been identified 59 measurements: 36 economic incentives 3 iniviatives promotion (included a General Communication Plan) 4 Users and market agents training 16 legal character.

13. CONCLUSSIONS Building, as well as the rest of consumer areas, has a significative energy saving potential (equivalent to 7.936 kpet of primary energy 2008-2012 in Spain). Identified measures for Building Area pursuit the introduction of Energy Efficiency criterions in the public support plans Is essential the collaboration between all involved estates, privates and publics, to achieve the objectives of the Action Plans.
