Environmental Protection and Infrastructure Operational Programme Tímea Baán EIOP Managing Authority Ministry of Economy and Transport

EIOP specific objectives, priorities 1.Protection and improvement of the environment that will improve the quality and coverage of environmental services and utilities, nature conservation and energy initiatives.  Environmental protection priority 2. I mprovement of the transport network through investments in upgrading the national transport infrastructure  Transport priority

EIOP in numbers Total budget :111 billion HUF/435 million EUR Share of Environment priority: 42.3 billion HUF/ 166 million EUR Energy measure: 5.03 billion HUF/ 20 million EUR Share of Transport priority: 64.2 billion HUF/252 million EUR Share of Technical Assistance: 4.5 billion HUF/ 17 million EUR

ENVIRONMENTALLY FRIENDLY DEVELOPMENT OF ENERGY MANAGEMENT Objectives: 1.Increase the use of electricity generated from renewable energy sources. (final goal: 3.6% by 2010) The promoted use of renewable energy sources will help to develop the existing network, achieve a substantial reduction in carbon dioxide emissions and encourage economic development in rural areas. 2.Increase of conscious and rational energy use and decrease of emissions causing air pollution. Components: 1. Increasing the use of the renewable energy resources - 60% 2. Increasing energy efficiency - 40%

Supported activities: Increasing the use of renewable energy resources: 1. Establishment of capacities aimed at the supply and transformation of fuels required for the operation of equipment producing renewable energy; (wood waste system, pellet system, baling equipment, plant oil pressers, etc.) 2. Facilitating investments based on use of a significant capacity from renewable energy sources with the participation of local inhabitants and/or actors of the market (biomass, geothermal, solar, wind, and low-performance hydroelectric power plants); 3.Public investments; establishing circular biomass or geothermal district heating systems in small settlements; utilisation of depony gas.

Supported activities: Increasing energy efficiency : 1. Energy efficiency developments of the local authorities; modernisation of the energetics of buildings, institutions, modernisation of district-heating supply, cogeneration (CHP). 2. Energy efficiency developments of small and medium sized enterprises; modernisation of the energetics of buildings, co-generation, modernisation of technology, utilising heat from landfill wastes, in case of district heating manufacturers and services modernisation of district heating systems.

Beneficiaries Central budgetary entities and their institutions; local governments and their institutions; public benefit companies; business companies with majority municipality ownership; business companies with majority state ownership; foundations, associations, sport clubs, churches, alliances, fellowships, unions; small and medium enterprises. From the above mentioned beneficiaries formed consortiums

Aid rates and project size Aid rates depend on: 1. type of activity energy efficiency, max. 40 %, but max.300 million HUF renewable energy projects max.60%, for non-electricity projects max. 300 million HUF 2. type of beneficiary for SME’s between 16-40 % for municipalities, non profit organisations 18-60% Minimum project size : 125 million HUF

Commitments Budget for energy: 5.03 billion HUF/ 20 million EUR Committed: 3.45 billion HUF/13,5 million EUR Energy efficiency: 1.87 billion HUF/ 7,3 million EUR Renewable energy: 1.58 billion HUF/ 6,2 million EUR Free: 1.58 billion HUF/ 6,2 million EUR Number of supported projects: 26 Number of supported SME’s: 15

EIOP energy projects Energy Efficiency Component: –energetic modernization of public institutes (5) –reconsturction of district heating (4) –installation of gas engine (CHP) (2) –modernization of public lighting (1) –reconstruction of the electric net of a tram line (1) Renewable Energy Sources Utilization Component: –installation of wind turbine (9) –geothermal energy utilization (3) –installation of a grape marc processing plant (1)
