1 Grenada Sustainable Energy Plan Stakeholders Meeting April 5, 2002

2 Grenada – A Clean Energy Nation The Government of Grenada, via the Ministry of Communications and Works, has expressed its commitment to increasing the sustainability of the energy sector. Sustainability may be achieved through increased use of renewable natural resources, increased energy efficiency and conservation, and improved transportation systems.

3 Goals of a Clean Energy Nation Increased economic development –Reduce fossil fuel imports –Increase development of domestic natural resources –Lower energy costs –Attract technology transfer/foreign investment Improved environmental protection –Local environment (improved tourism appeal) –Global environment (mitigate climate change emissions)

4 Defining a Course of Action The Government of Grenada, in collaboration with the Global Sustainable Energy Islands Initiative will prepare the way for Clean Energy Development through the development of a Sustainable Energy Plan –Articulate national goals and priorities for the energy sector –Establish specific energy sector targets Renewable energy utilization Energy efficiency/conservation –Articulate actions required to achieve the stated goals

5 Elements of a Sustainable Energy Plan I. Current Energy Framework: –Legal Structure (Utility/Regulation) –Generation portfolio Installed capacity Demand characteristics Key consumers (tourism, medical school, light industry, government, etc.) –Projections for expansion

Energy Sector Targets –Demand reductions (DSM; EE) 2005: Reduce demand by X%; X MW installed 2010: Reduce demand by X%: X MW installed –Renewable Energy Installations 2005: X MW (X% of projected demand) 2010: X MW (X% of projected demand) –GHG Emissions Reductions: X% reduction in diesel consumption/X% reduction in GHG (TOC)

Promotion of Grid-Tied Renewables –Affect Electricity Pricing: Offer private power developers tax relief for RE investments Incorporate environmental externalities in calculation of generation costs Encourage private sector investment in generation (demonopolize the dector - G,T,D)

Promotion of Grid-Tied Renewables, cont. –Generation Expansion - Technology Selection Renewable energy portfolio standard (require 10-30% of installed capacity from renewables) –Increase human capacity/awareness Establish training programs Launch national education/awareness program –Renewable Energy Financing Create a dedicated renewable energy fund to concessional financing
