Enhanced 511: Beyond the Basics Jerry Woods Florida DOT – District 5 iFlorida - Automated Message Generation Based on Travel Times

Outline Background and Overview Current 511 System iFlorida Enhancements Enhanced 511 Operation and Messaging

511 Coverage in Florida

Central Florida’s Current 511 Service I-4 focus 4 segments between I-95 and US-27 “Floodgate message” capability to highlight major incidents/issues across all Central Florida roads Voice recognition interface – determines segment by city/county name, exit name/number Operator recorded messages Advertised on static signs along I-4 and approaching arterials – occasionally DMS

iFlorida Model Deployment Purpose To demonstrate the wide variety of operational functions that are enabled or enhanced with a surface transportation security and reliability information system Four year, $20M+ program – 11 projects Official start date – May 1, 2003 Two years to design/deployment Two years operational evaluation Statewide project, with a focus on Central Florida Leverages $80M+ in ongoing investments

iFlorida 511 Enhancements Expands current Central Florida’s 511 service Introduces statewide 511 service Currently under development by LogicTree Content provided by FDOT District 5 RTMC Operators Enables call transfers to Southeast Florida and Tampa Bay services Expandable to handle regional services in Jacksonville and Southwest Florida

iFlorida 511 ConOps Central Florida Expands Central Florida 511 service More roads – all limited access and 8 key arterials (15 roads, 28 reporting segments) Software uses travel time data to automatically select pre- recorded messages Operator recorded incident / exception messages Roadway summary Drive time summary option – like a radio report My 511 custom trip reports Other modes LYNX (Orlando Bus Transit System) Orlando International Airport Orlando-Sanford International Airport Port Canaveral

iFlorida 511 ConOps Statewide Introduction of statewide service Covers all roads in the Florida Intrastate Highway System Controlled access routes Turnpikes and expressway limited access routes Interstate limited access routes 59 roads, 74 roadway reporting segments Focus on exception reporting Construction Major incidents Weather alerts

iFlorida Central Florida 511 Coverage Limited Access I-4: 4 segments (same as today) SR 417: 3 segments I-95, SR 91, SR 408, SR 528: 2 segments each SR 429: 1 segment Arterials SR 50, US 441, SR 436, SR 423: 2 segments each US 192, US 17/92, SR 414, SR 520: 1 segment each

iFlorida Travel Time Data Sources Central Florida I-4 Surveillance Motorist Information System (loop detectors) Already exists Orlando Orange County Expressway Authority (OOCEA) 450,000+ transponders in area OOCEA deploying toll transponder-based travel time monitoring system OOCEA Data Server will support all area travel time data analysis – both for OOCEA roads, as well as iFlorida covered roads iFlorida Deployment Florida DOT deploying toll transponder- based travel time monitoring system on: Florida’s Turnpike Facilities (12 reader sites) Principal Arterials (35 reader sites)

Data Fusion and Message Generation System Condition Reporting System (CRS) Software system that collects, fuses, and disseminates transportation system-related conditions information Supports both statewide and Central Florida traveler information Includes decision support applications for RTMC Operators: 511 Messages (Central Florida and Statewide) Variable Speed Limit signs (I-4 in Orlando) Dynamic Message Signs

CRS System Architecture

Central Florida 511 Automated Message Generation Will provide travel times as standard messages – 24/7 Travel times - 5 minute increments (rounded based on traffic trend) Automatically posted to 511 and DMS Once CRS determines travel time exceeds a predetermined threshold, CRS to alert operator to record a custom 511 message 511 messages for State Roads will be referred to by both their number and street name Operator recorded messages may include incidents, lane closures, travel times, and significant weather conditions “Floodgate” messages – major events, incidents, closures (on or off covered roads), AMBER Alerts, evacuation messages, etc.

Central Florida 511 Messaging Structure The CRS will recommend a pre-recorded message (.wav) to the operator Standard pre-recorded messages will provide travel time information only Operator either accepts CRS output or records a custom message May include incidents, lane closures, travel times, and significant weather conditions. “From X to Y, estimated travel time of Z minutes.” Incidents, severe weather, travel time, etc.

Project Schedule FDOT requested additional time from FHWA for delays due to last year’s hurricanes “Go-live” date July 1, 2005 Integration of individual iFlorida components is the focus over the next two months
