Development of a GIS-Based Tool for Visualizing Land Use-Transportation Interactions & Transit Planning Fang Zhao, Florida International University Scott Burton, Marie York, John O’Brien Florida Atlantic University Jo Penrose, Florida DOT, District 6

Introduction n Link exists between transportation and land uses n Land use planning and transportation planning are not well integrated n Elected officials and the public do not understand models well n A visual approach is needed for decision making and public involvement

Goals and Objectives n Provide information to decision makers and the public concerning transportation investments n Develop a prototype computer visualization tool to study – feasibility – options of technologies – design and implementation issues

Technology Considered n GIS – visualization map based – desktop application n Web GIS – dissemination of information to the public – data sharing among government agencies n Multimedia – photo: site conditions – video: roadway operating conditions

Technologies Considered n Animation – complicated – scaling effect – low resolution n 3D model – complicated, expensive – not feasible except for specific sites and specific projects

Data Collection and Data Sources Data sources include Miami-Dade County, FDOT, and USGS n Miami-Dade County – TAZ (MPO) – Census Tract (ITD, adjusted to base map) – FSUTMS network and inputs/outputs (MPO) – Major roads and detailed streets (ITD) – Libraries, schools, fire stations, hospitals, parks (ITD) – Public well field protection areas (ITD) – Trash centers and land fills (ITD)

Data Collection and Data Sources – Flood zones – Hurricane evacuation zones – Public transit bus routes and stops (ITD) – Land parcels (partially owned by FP&L) – Property tax appraisal databases (TAO) – Building permits (PD) – Land uses (ITD)

Data Collection and Data Sources n FDOT ( state roads) – Number of lanes and other RCI data – AADT – LOS – Speed n USGS – DOQQs

Conceptual Framework of VOLUTI

Design of Prototype Software n ArcView based n Customized with Avenue n Predefined queries n Menu driven

Desired Functions n Queries of land use information n Queries of demographic and socioeconomic information n Queries of transportation facilities n Queries of accessibility n Support for making changes in land uses n Support for making changes in transportation system n Evaluation of development projects (scenarios) n Visualization of transportation project sites

View Menu n Theme manager n Imagine background control n Display extent control n Redraw n Clear queries

Land Use Menu n site photos n zoning n vacant land n underutilized land n dwelling units n land use composition n sales price history n assessed values n public facilities

ENVIRONMENT Menu n Flood zones n Public well fields n Trash centers and land fills n Hazardous waste sites

SOCIOECONOMIC Menu n Traffic Analysis Zones n Population statistics n Employment statistics n School enrollment n Additional census statistics in the future

TRANSPORT FACILITY Menu n Display different types of facilities n Display attributes of special interest

ACCESSIBILITY Menu n Currently a simple measure of presence of expressways and major arterials n Future – define major employment and population centers – measure accessibility by travel time

Data Issues n Lack of metadata n Inaccurate data n Incomplete data n Out-of-date data n Lack of historical data (land uses, land prices, transportation projects in digital formats) n Lack of a formal mechanism for data sharing and exchange

Linkage between GIS and FSUTMS n GIS network and model network different n Display model output n Input into model - reevaluate accessibility – transportation improvement – land use change

Technologies n ArcView is easy to use, quick to implement, but has some limitations n Animation n Visualization in 3D

Future Work n Improve presentation by static photos and videos n Support creation of various scenarios n Study linkage between VOLUTI and FSUTMS n Add decision support functions n Complete web implementation n Feedback from users n Study portability of VOLUTI

Acknowledgements n Albert Dominguez - FDOT District VI n Robert McCullough - FDOT Central Office n Vidyadhara Mysore - FDOT Central Office n Kungming Xu - PBSJ Assistance from the following individual is gratefully acknowledged. This project is funded by FDOT.
