4 General Information Term of Contract – July 1, 2008 – June 30, 2009 (Optional two additional one-year renewals based on performance and availability of funding) Amount and Availability of Funds – Will be determined during the County Budget process Minimum Grant Requests $25,000 Maximum grant request accepted for a single Proposal is $150,000. Multiple Proposals

5 Eligibility Requirements Must be on of the following: Community-based Organizations (501c(3)), Public Educational Institutions, or Government Jurisdictions For at least one year at the time the RFP is due.

6 Eligibility Requirements, Continued Independently Audited Financial Statement Program Monitoring Report Must not be Suspended or Debarred from receiving federal funds 10% Matching Requirement Priority to Referrals from SSA and/or SSA’s referring Agents and Partners

7 Funding Priorities Service Objectives and Target Populations by Funding Subject Areas

8 Funding Priorities, Continued Enable self-sufficiency or provide protection to seniors, dependent or disabled adults, emancipating foster youth, or CalWORKs families. Preserve the safely net for the most vulnerable of our residents. Provide prevention and early intervention strategies that have demonstrated effectiveness and reduce long-term costs to the County.

11 Selection Process, Continued Evaluation Criteria Definitions: Excellent – Proposal is Outstanding in this area Good – Proposal is of high-quality in this area Adequate – Proposal is sufficient in addressing this area but nothing more Marginal – Proposal could be acceptable under certain circumstances Poor – Unacceptable under most circumstances Unacceptable – Proposal is lacking in this area

12 Selection Process, Continued Special Considerations – Besides the Rating Criteria the County can consider services that are currently under funded, service gaps, geographical, and services to minority population Vendor Review of Proposals - New Court Ruling

13 County Rights and Privileges Reject any and all proposals, as well as may cancel this procurement prior to the execution of a contract. Sole discretion on the award of funds in any amount. No obligation to award a contract at the amount the vendors request in their proposal.
