8. Special Section (pgs. 22-31) The Impact of the Economy on Children and Families In time of economic hardship, families are challenged to meet the needs of their children. During of economic recessions the percent of children living below the U.S. poverty line tends to increase as well as an increase in the percent of children receiving Free and Reduced Lunch Program Stress from financial worries affect families of lower incomes more than families of higher incomes. The Impact of the Economy on Children and Families STRATEGIES To proactively address the current challenges posed by the economic climate, Orange County agencies are employing a number of strategies. The Children and Families Commission of Orange County has redeployed funding targeted for evaluation to increase funding for its Safety Net programs including funds to ensure stable housing and access to health care for young children. Orange County Social Services Agency (SSA) has increased collaboration with other partners, such as faith- based organizations, to provide services. SPECIAL SECTION (page 31)

12. 216,014 231,928 204,119 194,543 Good Health THE GOOD NEWS  There has been an increase in families’ ability to Access Health Care (pg 38).  88% of mothers received Early Prenatal Care  Increase in Children and Youth Services (CYS), Mental Health Services (pg. 62) and an increase in Alcohol and Drug Abuse Services (ADAS), Substance Abuse Services (pg. 65) NEEDS IMPROVEMENT  Percentage of births with Low Birth Weight increased to 6.5% which is above the Healthy People 2010 goal of 5%.  Children’s inability to meet the minimum fitness standards in all six areas of the Physical Fitness Test (pg. 54) and the percentage of Overweight Children (pg. 56).  Currently, about one out of five children lack Adequate Immunizations by age two (pg. 50).
