9 Fostering Connections Tribal Title IV-E Plan Development Grants Region V - Keweenaw Bay Indian Community, Baraga, MI Current year application due date: July 5, 2011 One-time grants to Tribes, tribal organizations, or tribal consortia that are seeking to develop, and within 24 months of grant receipt, to submit to the Department of Health and Human Services (HHS) a plan to implement a title IV-E foster care, adoption assistance, and, at tribal option, guardianship assistance program. The grant may be used for costs relating to the development of data collection systems, a cost allocation methodology, agency and tribal court procedures necessary to meet the case review system requirements under section 475(5) of the Act, or any other costs attributable to meeting any other requirement necessary for approval of a title IV-E plan.

12 CAPTA 2010 – Highlights CAPTA Plan States submit CAPTA plans which will remain in effect for the duration of the State’s participation in the grant. CAPTA plans must be periodically reviewed and revised to reflect changes in strategies or programs. State must provide notice to HHS of any substantive changes which could affect the State’s eligibility for the grant. State must provide notice to HHS of any changes in how the State is using the grant funds. State must continue to provide an annual report describing how the funds were used to address purposes and achieve objectives.

13 CAPTA 2010 – Highlights CAPTA Assurances Certification by the Governor that the State has in effect and is enforcing a State law, or has in effect and is operating a Statewide program that includes provisions and procedures for: Child abuse and neglect reporting including mandatory reporting Children born with Fetal Alcohol Spectrum Disorder Differential response Training for guardians ad litem Reunification and parents with sexual abuse convictions Criminal background checks Technology Systems

14 CAPTA 2010 – Highlights Additional Assurances CAPTA State Plan is coordinated with title IV-B State Plan Address needs of unaccompanied homeless youth Collaboration with CBCAP agencies and families affected by CA/N in development of State plan Description of Policies and Procedures Appropriate family involvement in decision-making on behalf of children who have been abuse and/or neglected Collaboration amongst child protective services (cps), substance abuse, domestic violence, and other agencies The use of differential response, as applicable

15 CAPTA 2010 – Highlights Annual State Data Reports # of families during the year who received differential response Average caseload for cps workers responsible for intake, screening, assessment, and investigation Information and data on the education, qualifications, and training requirements for cps personnel as well as demographics information on personnel Information on caseload requirements for cps personnel # of children referred to cps under policies and procedures established to address the needs of infants born with and affected by illegal substance abuse, withdrawal symptoms or a Fetal Alcohol Spectrum Disorder # of children under 3 involved in a substantiated case of child abuse or neglect that were eligible to be referred to agencies providing early intervention services under part C of the Individuals with Disabilities Education Act (IDEA), and the number of these children actually referred to these early intervention services
