Mission The mission of the National Coalition of Spaceport States is to promote and support the development of a viable access to space capability that is reliable, economical and safe.

Mission Focus Bringing together the vast potential of member States in furthering a nationwide infrastructure of spaceports and space operations Promote the development of a viable national commercial space launch industry NCSS accomplishes this mission by:

Actions The Coalition shall take such actions as to further the definition, development and operation of spaceports in the United States with an emphasis on promoting the development of new spaceports in Coalition States. These actions shall include but not be limited to the following:

Actions A. Examining and addressing legislation, regulation and policy that may affect the coalition, its member states and the spaceports therein to ensure that such legislation and policy do not favor one Spaceport State over another B. Through continuing interface with the appropriate federal agencies, ensuring that the Coalition spaceports are included as an integral part of the national space access infrastructure. Attendant with this is a request for these federal agencies to include the Coalition in all deliberations and rulemaking processes that impinge on space access

Actions C. Providing timely, current, and continuing information regarding Coalition activities to Congress, the Office of the President, and federal space policy-developing agencies to ensure that decisions regarding the space industry are developed with a full understanding of current and planned Coalition spaceport initiatives D. Providing support, as feasible, to the Office of Commercial Space Transportation (FAA/AST), the National Aeronautics and Space Administration (NASA), the U.S. Space Command and any other federal agencies, ensuring that rules and regulations developed by these organizations consider the needs and capabilities of the Coalition spaceports

Actions E. Supporting private commercial space industry with regard to their interest in the national space agenda with special focus on the preceding items and activities F. Seeking Federal funding in support of the coalition, its member states and spaceports therein.

Membership Membership is limited to states that are operating or hosting a spaceport(s), states that are in the process of developing or hosting a spaceport(s), and states that have expressed interest in developing or hosting a spaceport(s)

Member States Alabama, Alaska, California, Florida, Montana, Nevada, New Mexico, Oklahoma, South Dakota, Texas, Utah, Virginia, Washington and Wisconsin

Governance NCSS is governed by a Board of Directors, which consist of both voting and non-voting directors Each member state is entitled to one voting director The board appoints non-voting directors The board meets at least than quarterly Meeting can be either in person or via teleconference

Councils Industry Advisory Council Consists aerospace industry representatives appointed by the Chair of the Coalition and confirmed by the Board. The Industry Advisory Council serves to advise the Coalition on matters related to spaceports, national space policy, and other related matters from an industry perspective Government Advisory Council consists government representatives appointed by the Chairman of the Coalition and confirmed by the Board. The Government Advisory Council serves to advise the Coalition on matters related to spaceports, national space policy, and other related matters from a government perspective

Issues National Space Policy: Promote and support the creation of a new National Space Policy National Space Council: Promote and Support creation of a Presidential Space Advisory Group in the White House Space Launch Initiative: Promote, support and monitor the administration of SLI funding as appropriated by congress

Issues cont. Export Controls: Reform the State Department licensing process for the export of satellites, launch vehicles, their components, and related technical data. Spaceport Financing: Support federal tax exemptions for bonds issued by spaceports. Flight Safety: Promote revisions in flight safety that are very favorable to commercial space operations while adequately protecting the populous

Issues cont. DOT Matching Grants: Promote and support an appropriation in the amount of $10 million for a matching grant program at DOT for space transportation infrastructure Range Modernization: Promote and support the modernization of current and future space launch ranges
