2 Definition of Federation in the Act
Section 5.(4)(A) The order shall provide that the Board shall elect from its membership ten members to serve on the Beef Promotion Operating Committee, which shall be composed of ten members of the Board and ten producers elected by a federation that includes as members the qualified State beef councils. The producers elected by the federation shall be certified by the Secretary as producers that are directors of a qualified State beef council. The Secretary also shall certify that such directors are duly elected by the federation as representatives to the Committee.

in the Order § Federation. Federation means the Beef Industry Council of the National Live Stock and Meat Board, or any successor organization to the Beef Industry Council (NCBA), which includes as its state affiliates the qualified state beef councils.

6 Federation of State Beef Councils
Approves Federation budget Develops and implements state/national checkoff programs as a contractor Selects 10 members to Operating Committee Elects division officers Jointly elects NCBA officers Evaluates programs What does the Federation of SBCs do? Federation members sit on planning committees; Approve Federation budget; Elect 10 Operating Committee members (we’ll talk about the operating committee in a moment); and implements all NCBA matters related to checkoff funding including promotion, research, information and any budget and programs authorized by the Beef Promotion and Research Act and Order. The Federation division board of directors also establishes the amount of investment necessary to grant organizations the right to designate one or more directors to the Federation Division Board.
