EuropeAid I. Co-financing of operations with European Development NGOs Main Characteristics Legal basis: Council Regulation 1658/98 Established in 1976 with an envelope of 2,5 M€ to reach 200 M€ in the last 5 years (210 m€ in 2006) 3 main objectives: (1) to meet the basic needs of disadvantaged people in developing countries through co-financing of actions with European NGOs (2) to inform and raise public awareness in Europe of development problems (Development Education - ED) through co-financing of actions with European NGOs (3) to reinforce the cooperation and coordination between NGOs from the Member States and between NGOs from the Member States and the Community Institutions

Co-financing of operations with ENGOs Basic principles  Accessible exclusively to European NGOs (ENGO)  ENGO have the exclusive right of initiative to identify projects  Development Education - since 1979 budget line co-finances projects in Europe to raise the awareness of European citizens to development issues (takes normally 10% of budget line)

EuropeAid II. Education for Development Priority to Actions that: (i)Aim to highlight the interdependence of the EU and developing countries, (ii)Seek to mobilize support for more equitable North-South relations, (iii)Encourage co-operation between NGOs, (iv)Enable partners in the developing countries to play an active part, (v)Ensure an enlarged-EU dimension by involving NGOs from new MS, including actions that facilitate exchanges of experiences and networking between NGOs from the 15 MS and the new 10 MS.

EuropeAid II. Education for Development N ew Member States (i)Support to TRIALOG for 6 years, DEEP, CONCORD (ii)Depending on number and QUALITY, an indicative percentage of 20% of total available budget will be allocated to applicants originating from new MS, (iii)Minimum EC grant amount € (NO Proposals received) (iv)Percentage of EC contribution: 85% if ALL activ. take place in new MS, AND applicant from new MS (v)Simplification of criteria for consortium members (no need of an audit report…), (vi)Capacity Building Actions: Useful instrument for NGOs of new MS, Before, applicant needed 2 contracts during last 5 years. Now, only technical capacity of NGO will be checked, Only ONE Application form.
