Introduction -“Non-State Actors and Local Authorities in development” (NSA-LA) -New European Union's thematic program, formerly NGO co-financing and decentralised cooperation -Central objective: “right of initiative” of civil society -Open for NGOs, CSO and local authorities in Europe and partner countries -Budget for 2007: € 207 million -NSA-LA Thematic Strategy Paper (TSP) 2007-10 -Annual Action Plan (AAP) 2007 -CONCORD concerns: -Country list -Deconcentration without enough EC Delegation capacity

Objectives of the programme Objective 1: Actions in partner countries to “promote an inclusive and empowered society in partner countries to facilitate non-state actor (NSA) and local authority participation in poverty reduction and sustainable development strategies” (i)68 priority countries: priorities, calls and management by local EC Delegations (ii)Global, multi-country interventions & LDC/LIC not on country priority list: managed by Brussels. Multi-country = at least 2.

5. Objectives of the programme Priority for global, multi-country actions with a multi-actor approach = objective 1 (ii): (a) capacity to engage in decision making processes; (b) international linkages and networking between NSA and local authorities from Europe and from the partner countries; (c) innovative service delivery and service delivery in difficult / out of reach environments; (d) strategic partnerships, networks and cooperation between NSA and local authorities from the partner countries; (e) interaction between NSA in different contexts and support an increased role for local authorities in decentralisation processes.

Objectives of the programme Objective 2: Actions in Europe to “promote awareness raising and development education in the EU and acceding countries for development issues” Priorities for objective 2: (a) MDG agenda, with focus on sub-Saharan Africa; (b) Coherence for development (c) Media and development Objective 3: Networking in Europe to “facilitate coordination and communication of NSA and local authority networks in the EU and acceding countries”

7. Objectives of the programme NSA-LA needs to be “subsidiary and complementary to geographic programs” ≠ all NGO/CSO projects should go to this programme = actor oriented, right of initiative NGOs do in principle have access to all geographic and thematic programs! Raise this with EC Delegations! CONCORD will monitor in 2008: send feedback!

8. Applicants Wider access: 85% for Non-State Actors (= NGOs and wider civil society, e.g. academic institutions, trade unions…) and 15% for Local Authorities Direct application from Europe and from partner countries!

Country priority list & deconcentration Right of initiative but… - Priority list with 68 countries for obj. 1 (i): Mix of political priorities, Delegation interest and capacity… - Priorities of local EC delegation: - Thematic - Eligibility Discuss with local EC delegations!
