5 Bilateral relations The overarching goal of all programmes is to strengthen bilateral relations between donor and recipient countries Cooperation may take place on several levels: Donor programme partners (mainly public institutions) Donor Project Partners (funded from project budget) Funds for short term outreach, networking, exchange, etc. Some programs are earmarked for partnership projects (ex. PA 25 – Capacity-building and institutional co-operation with Norwegian public institutions, local and regional authorities)

All in all, positive and meaningful aproach Development potential: Early consultation in the initial negotiation phase between policymaking and defining the content of the programs Anchorage in EU policies and at the national level The extensive time used for negotiations, development of programs and the their approval has been a burden for bilateral cooperation Better information about activities related to the programs in Norway and the recipient states
