2 Deadline for submission of concept notes Online submission via PROSPECT is mandatory for this call for proposals 11/07/2016 12:00 (Brussels date and time) 13:00 (local time)

3 The Programme - Within the frame of the European Neighbourhood Policy, the EU Delegation each year funds cultural activities in Lebanon.

4 Objectives - The promotion of mutual understanding and the rapprochement between peoples through cultural exchanges. - The promotion of the EU –Lebanon cultural cooperation.

5 Actions Any artistic or sports activities such as: Music Festivals Theatre Exhibitions Competitions Workshops The Activities should promote the EU-Lebanon cultural cooperation.

6 Target The action should ideally aim to involving youth from different Lebanese communities and from different nationalities.

7 Budget Overall indicative amount 120,000 Minimum amount: EUR 40,000 Maximum amount: EUR 60,000 Minimum percentage: 55 % of the total eligible costs of the action Maximum percentage: 80 % of the total eligible costs of the action

Co-Applicant Associate –No eligibility criteria as they does not receive funds from EC (except from per-diem and travel costs) Affiliated entities –Only entities having a structural link (legal or capital) with the applicants –Must sign the affiliated entity statement –Must satisfy the same eligibility criteria as the applicant Contractors –Are subject to procurement rules set out in Annex IV to the contract

11 No-profit rule Grants may not have the purpose or effect of producing a profit within the framework of the action Profit is defined as a surplus of the receipts over the eligible costs approved by the contracting authority when the request for payment of the balance is made

13 Evaluation of the Concept Note: (1) Step 1: Opening & Administrative Checks and Concept Note Evaluation: The following will be assessed: - Deadline Respected - Application form is complete Concept notes that passed the administrative check will be evaluated.

14 (1) Step 1: Evaluation of the Concept Note: The concept note will be given a score out of 50 points (Evaluation Grid page 19 of the guidelines) -First only the Concept notes which have been given a score of a minimum 30 points will be considered for pre-selection. -Secondly the list of Concept Notes will be reduced in accordance to the ranking to those whose sum of requested contributions amounts a total of EUR 240,000

15 Evaluation Grid Concept Note 1. Relevance of the action 30 1.1. How relevant is the proposal to the objectives and priorities of the Call for Proposals?*5x2** 1.2. How relevant to the particular needs and constraints of the target country(ies) or region(s) is the proposal (including synergy with other EU initiatives and avoidance of duplication)?* 5x2** 1.3. How clearly defined and strategically chosen are those involved (final beneficiaries, target groups)? Have their needs been clearly defined and does the proposal address them appropriately? 5 1.4. Does the proposal contain specific added-value elements, such as environmental issues, promotion of gender equality and equal opportunities, needs of disabled people, rights of minorities and rights of indigenous peoples, or innovation and best practices [and the other additional elements indicated under 1.2. of these guidelines]? 5 2. Design of the action 20 2.1. How coherent is the overall design of the action? In particular, does it reflect the analysis of the problems involved, take into account external factors and relevant stakeholders? 5x2** 2.2. Is the action feasible and consistent in relation to the objectives and expected results?5x2** Maximum total score 50

16 Following the concept note evaluation the EU Delegation will send a letter to all applicants indicating the results of the evaluation step and the deadline for the proposal submission Submission of the proposals via prospect and using the standard application form : Annex. A.2 Full Application Form

17 (2) Step 2: Evaluation of the full application: The following will be assessed: -The full application satisfies all the criteria specified in the checklist Annex.A.2.

18 - Proposal evaluated based on the evaluation criteria (Evaluation grid guidelines page 21,22 &23) -- Financial and operation capacity > 12 -- Proposals ranked according to their scores and within the available financial envelope - - A Reserve list will be established.

19 Following the proposals evaluation the EU delegation will send a letter to all applicants indicating the results of the evaluation step 2. (3) Step 3: Verification of Eligibility of the Applicant and Partners.

20 Budget -Has to respect the format provided in the call for proposals -Subheadings may be created but no new headings -Must be submitted in Euros - It has to cover the whole cost of the action and not only the EU contribution -It should not include VAT

21 -It has to be linked to the action and coherent with all the activities described in the proposal and well justified in the justification sheet
