Existing Joint Use Agreements Agenda Item: 6A

Existing Agreements Currently three (3) Agreements between City and TCUSD: Agreement for Use of Facilities Agreement for Funding of Improvements and Joint Use of Gymnasium at Oak Avenue Intermediate School Joint Use Agreement for the Construction of New Fencing and for Field Lighting for Community and School Recreational Use of the Field at Longden Elementary School

Agreement for Use of Facilities City and District facilities will be available to City and District for programs that serve the community. Five year Agreement from July 1, 2011 – June 30, City to pay District $25,000 for FY ; payment increased by 3% for years 2-5 of Agreement. City and District coordinate use of facilities through normal application process.

Agreement for Use of Facilities Includes use of District facilities by City for:  Afterschool and Summer STARS programs at elementary school sites;  Youth sports programs at Oak Avenue Intermediate School and TCHS gymnasiums;  Other facilities as needed for community meetings and events. Use of City facilities by District for:  TCHS Rio Hondo tennis championships at LOP tennis courts;  Community Health Fair at Temple City Park;  Various meetings and banquets at LOP Community Center.

Agreement for Funding of Improvements & Joint Use of Gymnasium at Oak Avenue Intermediate School City and District partnered to pay for replacement of the floor at Oak Avenue Gymnasium. City and District contributed a 50/50 share of the cost of approximately $103,500 for renovation of the floor. District makes gymnasium, together with on-site parking, available for community recreation programs sponsored by the City a minimum of 25 hours per week. Five year agreement July 1, June 30, 2016

Agreement for Funding of Improvements & Joint Use of Gymnasium at Oak Avenue Intermediate School – First Amendment City and District amended the Agreement in 2012 to include another joint venture, cost sharing for installation of a new scoreboard for the Oak Avenue Gymnasium. City and District contributed a 50/50 share of the cost of approximately $6,000 for the purchase and installation of the scoreboard. District makes scoreboard available for City sponsored programs.

Joint Use Agreement for New Fencing and Field Lighting for Community and School Recreational Use of the Field at Longden Elementary School City contributed $175,000 for the installation of new field lights for the baseball field located at Longden Elementary School and for new perimeter fencing around the field area. District and City partnered to approve all contracts and worked collaboratively on design, inspections, etc. A portion of the funding came from State Grant Funds which required a 20 year agreement (2004 – 2024). Light poles vested in City until 2024 then become District property; fencing vested in District.

In Closing: Joint Use Agreements have proven to be very beneficial to the community by providing increased opportunities for recreational programs and community meeting spaces. This type of Agreement is traditionally most effective when both parties benefit whether financially, through increased use of existing facilities, or public use of previously unused facilities.
