1. GRASSROOTS INSTITUTION DEVELOPMENT FOR SUPPORTING RURAL POVERTY REDUCTION. In the North East, Central India Tribal Zone, and Other Backward Region should be differentiated in terms of project development strategy Integrate with concerned ministries at the State and Central Levels to ensure that the Gram Sabha is an effective mechanism for village level project development and governance. (Enhance local capacity to develop, implement and monitor their own plans). Government to engage all important stakeholders to develop a framework for designing project (including local communities).

1. ROLE OF IFAD : GRASSROOTS INSTITUTION DEVELOPMENT SUPPORTING RURAL POVERTY REDUCTION (Contd.) Traditional practices and cultural values of tribal community need to be integrated into the developmental plans (e.g. PESA, FRA). Promote people-centered sharing of experience across project boundaries need to be promoted. Integrated Skills of the local youth (male and female) to be utilized/ enhanced in project development implementation.

2. STABLE AND STRONGER PARTNERSHIP WITH NGO Government to organize thematic workshops and open discussion/debate with all stakeholders including ( local population representatives/ NGO) to develop a framework for policy definition and project formulation at the national/ regional level workshops. Demand driven Agricultural /Natural Resource Management Extension Services to be provided to a cluster of village to support sustainable development models

3. Role of central Govt. ministries in IFAD Projects Government/ IFAD for developing a long-term strategy/ action plan for knowledge management system including infrastructure for natural resource/ R&D, Institution Building and Benefit Sharing (vested under the Tribal Act and PESA Act.) Promote people-centered sharing of experience across project boundaries. Initiatives to go beyond credit infusion through self-help groups towards supporting development of both on-farm and non- farm productive activities.

3. Role of central Govt. ministries in IFAD Projects (Contt.) Sustainability of project outcomes especially for the vulnerable groups to be monitored on long-term basis. Experience sharing of marketing support (including consolidating produce), linked with terminal markets. Enhanced integration with line departments (especially agriculture, forest, rural development) for upscaling.
