The purpose is to explore methods to improve the safety, capacity, and mobility of Falling Springs Boulevard, US 60, and adjoining roads.

Discuss the purpose, goals, and activities of the CAC. Introduce the project to the CAC (Citizens Advisory Committee). Present and discuss Public Meeting #1 Comments and Alternatives. Discuss the CAC’s known concerns about traffic problems in Versailles area. Gather input about existing safety issues, capacity issues, mobility issues, and environmental concerns. View “blank board” aerial displays.

The purpose of the Citizens Advisory Committee, CAC, is to establish an entity that will participate as a part of the public involvement program between the Woodford County/Versailles area residents and KYTC. The CAC shall be made up of volunteers that will regularly meet with the Project Team and assist with the planning and design of the project. The goals of the CAC shall be to help the Project Team gain a better understanding of the issues in the community and to help the Project Team build a consensus with public involvement.

Identify current mobility issues within the Versailles area. Assist in developing alternatives which will alleviate the discussed mobility issues. Evaluate the developed alternatives and make recommendations to the Project Team. Identify landmarks or features of concern

CAC members will be asked to attend five total CAC meetings CAC members will be asked to actively seek public opinions or thoughts in- between CAC meetings for public interest representation in future CAC meeting discussions. CAC members will be asked to stay involved with other members outside of the these meetings, so that the they may actively contribute to the Project Team. CAC Meeting #1:Purpose, goals, lifespan, ground rules, time commitments, and tasks shall be discussed. Dates will be set for future CAC meetings. CAC Meeting #2:Present and discuss alternatives proposed from CAC members, and the issues affecting each of these alternatives. Five alternatives will be selected by the Project Team, and B&N will prepare Conceptual Plans for these alternatives. CAC Meeting #3:The five alternatives will be presented to and reviewed by the CAC. The CAC will assist in selecting the top three alternatives. Project Team will meet to select three alternatives. B&N will develop Preliminary Line & Grade Plans on those three alternatives. Public Meeting #2:The three finalist alternatives will be presented. The public will be asked for their comments to help with the selection of the Preferred Alternative. CAC Meeting #4:The public meeting comments will be reviewed, and the CAC will discuss its input for a Preferred Alternative. CAC Meeting #5:Present the Preferred Alternative to the CAC and the reasoning behind the selection by the Project Team. This will be the last CAC involvement.

Everyone will be allowed to state their positions, ideas, and/or questions without interruption from other members. Differences will be respected. Feedback will be given back directly, promptly, and focused on the task at hand. All members will attend all meetings. If a member cannot attend a meeting, he or she will contact Robin Sprague and may designate an individual to attend in his or her absence. CAC members will use their time well at all meetings. Meetings will start on time and end promptly. The CAC will keep its focus on its goals and avoid sidetracking or personal conflicts. Problems or issues will be acknowledged and dealt with. Members will not interrupt the group during meetings. However, it will be recognized that family or business necessitates accepting calls during these meetings.

Discuss known concerns and traffic problems in the Versailles area. Discuss existing safety issues. Discuss existing capacity issues. Discuss existing mobility issues. Discuss environmental concerns.

CAC members shall be presented with an aerial drawings of the study area. For CAC Meeting #2, each CAC member shall be tasked with developing an alternative on the aerial drawing given to them.

Each CAC member’s alternative will be reviewed and/or discussed. The CAC will assist the Project Team in reviewing the alternatives from the public, from the CAC, and from the Project Team. The top five alternatives will be selected for B&N to develop conceptual plans.

After CAC Meeting #1, the following steps are to be taken for this project. 1.KYTC will review and consider all comments received. 2.KYTC will hold four more Citizen Advisory Committee (CAC) meetings and a second public meeting this coming year. The next public meeting will showcase alternatives prepared from the previous public meeting, the comments of this meeting, and the following two CAC meetings.
