FDOT Modal Office Agenda 1. (Consensus items – previously addressed) 2. Availability of modal data and measures 3. Additional modal definitions 4. Discussion

Statewide Mobility Performance Measures Team Purpose To provide guidance and support to FDOT and the state’s MPOs on multimodal mobility performance measures including reporting for internal and MAP-21 purposes Consensus on approach and measures

Consensus in approach and measures MPOs Others

Summary of Outreach MPOAC – January 29, 2013 and October 30, 2013 Multimodal Coordination Team – March 12 and August 8, 2013 FDOT Mobility Performance Measures Team - April 9 and 10 (Orlando), June 17 (webinar), October 7, 2013 FDOT Executive Board – November 21, 2013 Mobility Performance Measures Summits - December, 2012 and January, 2013 FDOT Travel Time Reliability Coordination Group - March 11, 2013 and September 10, 2013

Summary of Outreach FDOT District 4 Planning and Operations – May 8, June 18, August 15, 2013 Broward MPO – May 7, June 17, August 14, September 25, 2013 FDOT District 6 ITS and TSM&O – May 7, 2013 FDOT District 6 – August 15, 2013 FDOT District 7 – August 21, September 18, 2013 Florida Section ITE – June 21, 2013 Hillsborough MPO – August 21, 2013 Miami-Dade MPO – October 1, 2013

aaaaaaaaaaaaaaaa MAP- 21 Requirements Moving Ahead for Progress in the 21 st Century 8 USDOT wants States and MPOs to do performance based planning

ISTEA/TEA-21 MAP-21 Multimodal Public Involvement Performance Measures 9

Get out in front Positive Supportive Florida DOT’s Perspective “We track progress toward meeting our own goals” “FDOT is committed to being leaders and innovators in this vitally important area of transportation management” Ananth Prasad FDOT Secretary

MAP- 21 Mobility Performance Measures Schedule SpringWinter USDOT Notice of Proposed Rulemaking 2013 Spring States set targets 2014 Effective date of final rule MPOs set targets 2015 2016 90 day comment period USDOT establishes measures FallSpring 11

Performance Targets MPO Desire for Coordination Desire for Coordination 12 States and MPOs must integrate performance plans into a performance-based process

FDOT Draft MAP-21 Recommendations Vehicle miles traveled % travel meeting generally acceptable operating conditions Travel time reliability Delay % miles severely congested

FDOT Draft MAP-21 Freight Recommendations Combination truck miles traveled Travel time reliability Combination Truck Delay % miles severely congested

FDOT TranStat’s Intent FDOT will provide analysis of all required MAP-21 mobility performance measures – For the state as a whole (not by Districts) – Each MPO (has the option to use or not) Comparable measurements for road networks – MAP-21 networks – State Highway System

FDOT Central Office Roles: Coordinate statewide efforts on MPM ProgramProduce and report on statewide MAP-21 measuresProduce annual TranStat Source BookProvide additional MPMsNational Performance Measures Research Data Set (NPMRDS)Lead development of targets and support MPOsDevelop and provide training in 2014 Central Office District Office MPO

Provide input to Central Office on MPM program Implement FDOT projects/programs to implement Federal and State goals/objectives and document activities Develop own MPMs within districts, if appropriateCoordinate with MPOs and Regional MPOs Provide MAP-21 mobility performance measure analyses developed by the Central Office Provide technical support Provide advice on setting goals and objectives FDOT District Offices Roles: Central Office District Office MPO

MPOs Roles: Comply with MAP-21 – Use calculated results provided by FDOT, if desired – Report to FHWA as required – Develop performance targets – Include in LRTPs and Congestion Management Plans to evaluate alternatives, programming/prioritization of projects Develop own MPMs, if appropriate Coordination with other MPOs, if appropriate Central Office District Office MPO

National Performance Management Research Data Set (NPMRDS) Average travel times Every 5 minutes, 24 hours, 7 days a week For entire National Highway System Provided by HERE – Formerly Nokia/Navteq Segmentation = Traffic Message Channel (TMC) Data for freight (from ATRI) and passenger

NPMRDS Availability – Data on systems Interstate - beginning in October 2011 NHS – beginning in July 2103 – Data to be provided monthly 2 weeks after month’s end Licensing agreements – FDOT signed December 2 Only 1 FDOT person can sign (TranStat C.O., Paul O’Rourke) – No other offices or any District Can not be provided to other entities (MPOs, local governments) – Each MPO must sign if desire data (Caution!) Concerns about Florida’s Open Records Laws (FDOT added language before signing) FDOT has communicated with MPOAC (Gougelman, Glassman)

MAP- 21 National Goal Areas for the Federal Aid Highway Program Does not address mobility in general Not multimodal in scope

For FDOT purposes, not MAP-21 People and Freight 4 All major modes Features of Florida’s Draft Statewide Mobility Performance Measures www.dot.state.fl.us/planning/statistics/mobilitymeasures/ 22

Definitions Recommended for statewide consistency Measures are auto and truck oriented Future versions will incorporate more modes

Future Activities Statewide consensus items finalize – 12/13 Keep Statewide Team active, – Possibly quarterly annual meetings – Refine measures and methods

Future Direction Develop and deliver a Training and Users Guide Implementation of measures into LRTPs and CMPs Conduct research related to Strategic Highway Research Program (SHRP2) Evaluate impact of safety on the MPMs Develop freight origin/destination measures Conduct research regarding accessibility measures Evaluate NPMRDS for use in the Source Book and MAP-21 Develop targets Consider MPMs for multimodal corridors
