Baseline Data Collection DEFINITION – SECTION 3: baseline system power, current practice – Categories of lighting efficiency measures that would typically require current practice baseline include but are not limited to the following lighting and controls projects that are:  Associated with entirely new buildings, or newly constructed additions to existing buildings that increase floor space, where the baseline power is the prevailing construction code for lighting power density, technology and controls for that space;.  Implemented as part of a change in building occupancy type, or;  Implemented as part of a major renovation of an existing building. A major renovation is a remodel or rehabilitation of an existing building, or portions of a building, that requires the redesign and reconstruction of the lighting and HVAC systems to meet the building’s operational needs. baseline system power, pre-conditions baseline - is appropriate where replaced lighting equipment has remaining useful life and does not meet current practice baseline requirements. The baseline is defined by existing conditions found at the site, except:  For lighting systems where the existing lamp and ballast type are determined to be obsolete, the pre-conditions baseline should be based on either the minimum federal equipment efficiency standards with a similar light output or the otherwise applicable jurisdiction code or performance requirements (e.g., FEMP, municipal code).  For example, the default power for an existing fixture with 40 W T12 lamps may be set equal to the power of a fixture with 34 W T12 code-compliant lamps or 32 W T8 code-compliant lamps.

DATA COLLECTION REQUIREMENTS – SECTION 6.1: Data used to document when current practice baseline applies to the site, includes an interview with the project site owner or operator. Affirmative response to any of the following questions indicates the current practice baseline applies. Current baseline determination questions include: 1. Is this a newly constructed facility or newly constructed exterior area with new lighting fixtures? 2. Is this newly constructed addition to an existing facility that adds usable floor area? 3. Is the project a major renovation including changes to multiple systems that require energy code compliance permit filing? 4. Is there a change in occupancy type, recognized by code (e.g. office to food service, warehouse to office…)? 5. Did electrical or construction permit applications require local jurisdiction energy code compliance forms to be filed (e.g. ComCheck)? Documentation of baseline determination includes: A. Either a narrative or checklist of current baseline determination question responses, including who was interviewed and their role specific to the site, or B. Other documents including but not limited to: copy of the project plans, any notice of requirement to file energy code compliance forms for the project, code jurisdiction issued permit documenting project energy code compliance requirements, written statement from the site owner or operator about energy code compliance requirements for the project, or other relevant documents. C. Any exceptions to an affirmative response to current practice baseline determination questions, and a determination that the project should be subject to the pre-conditions baseline, shall be documented. Lighting System Hours of Operation The RTF is interested in validating the lighting operating hours and the reliability of default values or occupant interview methods for the following building occupancy types and their associated space use types:  Assembly  Education, university, and college  Industrial/manufacturing  Warehousing To validate the simplest reliable method for estimating lighting hours of operation described in Section 6.4, measured data is collected for the above occupancy types from a sample of program projects. For each project in the sample, the annual hours of operation are estimated for each space use type and control type (collectively referred to as usage group) listed in project’s savings calculator. To estimate operating hours, a representative sample of fixtures is metered and trend data is collected. The data is collected for the efficient lighting system after it has been installed and commissioned. The data is collected for a minimum of fourteen day periods including two weekends during operating schedules that represent typical space use for the year. Where lighting operating schedules and hours of operation for typical workdays vary due to seasonal or other schedule variations by more than 25%, the data is collected for fourteen days during each time period representative of each schedule variation. For example, If a university or assembly facility has four distinct seasons or semester occupancy schedules and hours of lighting system operation that vary by more than 25% from one another, four metering periods of fourteen days each would be required to collect best practice data under this provisional protocol. Controls The RTF is interested in validating the baselines and controls savings factors for the following control and space use types: Which control measures should be the focus of data collection? Suggested criteria for selecting measures/applications:  High-impact measures  Measures of interest  Measures with the greatest amount of uncertainty Examples:  Advanced lighting control technologies  Advanced exterior lighting controls  Occupancy sensor in assembly spaces  Data center lighting controls  Stairwell and warehousing bi-level controls  Circuits with 24 hour security and other switched or controlled lighting Provisional Data Collection

 Final draft completed and distributed to subcommittee  Subcommittee meeting on October 10 th  Obtain subcommittee agreement that protocol is ready for presentation to the RTF as provisional Next Steps
