PSNS, Gov: Sentiment in community is generally positive with telcos & ISPs already agreeing to comply with new regime. However, the scope is large and potentially intrusive, and needs to be watched carefully. Aust asking for retention of data beyond mandated 90 days. Comments sought by gov til Mar 14. The convention on cybercrime is the 1 st intl treaty on cybercrime. It requires nations “to provide adequate powers to domestic counter crime agencies”, incl ISPs to preserve data & traffic info, disclosure of traffic info, seizure of computers, comms intercepts, etc. Med-High impact: Telcos, ISPs and civil liberties group such as the Electronic Frontiers Australia are all in active participation. ANZ integrated patent examination Good for anti-piracy & compete; good for reg leadership reputation thru the region. Potential savings in fees /patent protection costs. Gov: IP Australia and IPONZ are working on specific details of the initiative to maximise the benefits for business. Part of a trans-Tansman IP coop covering 4 areas: reg framework for patent attys; trademark regime; patent appl process for both countries; and plant variety regime. Low-Med Impact: IP rights holders / innovators to benefit from initiative. HK eGov cloud A significant promotion of the cloud concept in practice from HK should bring direct and indirect business benefits. Gov: E-gov apps to be rolled out over the next 3 years include collaboration, records management, human resources management, and some procurement processes. Upon his resignation, the HKCIO announced forthcoming cloud apps, part of a drive by HK to promote adoption Medium impact: Carriers, other cloud service operators and cloud apps developers; HK is an open market so few local preferences IND Yahoo Safely cybersafety Curbs on cyber surfing and downloading are real threats to legitimate business activity. PSNS, Edu: There is a need to promote greater public awareness of safe cyber surfing and good protocol to combat fundamentalist tirades against the Internet. Also opp for parallel initiative working with Gov. A campaign launched by Yahoo! to give information to parents, teachers and youths on managing digital reputations and preventing cyber bullying. Gov: Opportunity to bring IP laws in- line with international best practice MyIPO is amending the patents, trade mark and industrial design Acts but no timelines have been given. Low impact: IP rights holders/ innovators to be affected with any changes in IP laws. NZ iGov expansion Opp to share best practice with gov on identity protection/ management. Gov, Fin Services: Govt to work with NZ Post to expand uptake of iGov identity system. iGov allows users to provide 1 logon to access online services of providers such as gov agencies and, in the future, private entities such as banks. Medium impact: Private sector players such as banks expressed support to include private sector services in iGovt. PHILIPPINES Data Privacy Bill To secure cloud data transfers into and out of Philippines Gov: Opp to influence final scope and enforcement outcomes of proposed bill. Congress has approved in 2 nd reading the passage of Data Privacy Bill to cover data disclosure regs. High impact: BPO companies are lobbying for the passage of the bill to increase competitiveness of industry SIM Card Regs Adds additional cost to operators for data storage reqmts; will likely slow down subs growth – could impact uptake of social commerce services Gov, Comms: Currently, the gov does not req operators or SIM card resellers to collect personal info of SIM card buyers. Gov endorsed passage of Senate Bill 2644 requiring registration of SIM Cards of prepaid subs soas to discourage criminal activities. Medium impact: Civil liberties groups and congressmen belonging to the progressive coalition seen to oppose this measure. SG Data protection To secure cloud data transfers into and out of Singapore. Gov: In Spore (as opposed to Phil), this is being floated as part of election runup. Will likely be put on back burner for “further consultation” post- electioon. IDA will hold a consultation on a data protection law for High impact: AIC has said that it will look to lobby on this. Google expected to engage. Local players somewhat more cynical. OTT services Additional channel for X-box and MS distribution of s/w products, among others. Gov: Has acknowledged growth of OTT services as significant, and has made “new media” a plank of coming election. Social commerce services (eg Facebook) being watched closely for impact. Real potential to influence gov. High Impact: S.Koreans regard data protection as a symbol of “democratization” in society making it difficult for gov to establish independent watchdog. THAILAND ICTs in Education: 3Ns Builds upon MS’s Partners in Learning program by extending the scope to include networks, information systems and learning centres. Edu: THB100M has been invested in the ICT for Education Foundation, and a further THB1,000M is lined up if the 3N project is successful A Nat Edu Net (NedNet), a Nat Edu Info System (NEIS) and a Nat Learning Centre (NLC) are to be set up, including a Ku-band TVB station by Medium impact: Substantial interest from all ICT vendors, from routers to multimedia s/w to digital content. Cloud for SMEs Promotes the cloud concept for SMES for the 1 st year of funding; opportunities for follow-through. Gov: THB200,00-400,000 available in 2011 for SME take-up of cloud services. Great way to increase adoption through gov subsidies to biz, if partnering with well placed local partner. Enhancing SMEs’ Competitiveness through IT (ECIT) program started in1999, but Dept of Industrial Promotion now extending it to include cloud services Medium impact: TOT has the contract for Will look to work with resellers and media partners.
