Initial budget est’d PHP270 million with both govt private sector contributing. EDU: DepEd and Dept of Science & Tech together with PhilDevForum to implement Cloud Top that to utilize cloud-based technologies in public edu. A pilot implementation is expected to last up to 2 years involving 14 primary and secondary public schools. Govt is expected to implement more projs utilizing cloud- based technologies. Med impact: Oppy for edu s/w. H/w, ISPs and other ICT firms will be needed for the proj. Cloud transport program Opp for ICT vendors to offer products and services. Drivers’ license applications and vehicle reg made more efficient. Proj budget: PHP7.9 billion. GOV: Dept of Transport & Comms to implement proj to integrate ICT systems of LTO office nationwide and operations of LTFRB. PHP3 billion to be funded by govt over 1-yr implementation, while PHP4.9 billion operations and maintenance will be put out to external provider for 5-yr contract. Med impact: Due to controversial nature of previous contract (with Stradcom), govt will be more stringent contract terms. Govt likely to require ownership of infra SK Natl Tax Service: Phase 1 Large firms to be banned from participating in public IT projects from 2013 but exceptions are made for those involved with Natl Tax Service proj. The upgrade could make tax system more efficient benefitting biz. GOV/FIN: 1 st phase of Natl Tax Service proj launched to upgrade ICT infra. Est’d to cost KRW40.9 billion (USD36 million). Proposals received until 6 Mar and selection done in late-Mar/ early- Apr. Proj is part of govt’s efforts to upgrade ICT systems of certain Ministries and agencies, incl Min of Health and Welfare and Min of Public Ad & Safety. High impact: Large firms will still be involved and SMEs will not benefit much. ICT firms such as Samsung SDS, LG CNS, SK C&C and Hyundai already submitted proposals. TH National Cyber Security Framework Cyber security seen to bolster better ICT landscape. GOV/PSNS: National policy framework for cyber security will be up for public hearing in Mar 2012 and submitted to Cabinet by year-end. Framework will lead to creation of national masterplan for cyber security. A response to increasing rates of cyber attacks. Framework addresses security, economy, peace and national infra. 2 new agencies to handle online malfeasance: the Cyber Security Operation Centre and Thai Computer Emergency Response Team have also been set up. High Impact: Min is actively looking for local and intl experts in policy framework to help draft the framework. Lots of tension still around domestic and int’l security issues. Opp to provide input. Computer Alliance to develop Cloud Computing Skills Offer training on cloud-platforms to Thai s/w developers. EDU: National Science and Technology Development Agency led Software Park Thailand will become a venue for int'l certifications and specialized training on cloud and mobile technologies. A step to promote Thailand as a cloud computing hub. Software Park Alliance is formed on Jan 31 comprises 4 national software parks in Thailand. Goals are to protect USD2 billion s/w industry and to develop professional IT skills.
