Short term measures to help SMEs combat higher biz costs in the global slowdown. Med-High impact: The Budget for 2012 has announced a cash grant, enhanced training support and upgrading and productivity grants for SMEs. All SMEs to be affects, but smaller SMEs may gain more due to caps on grants, e.g. $5000 for the cash grant. TH: Strengthening IT capabilities for SMEs Demand for IT s/w and hardware + training for usage expected; oppty to influence Thailand ICT uptake for SMEs. 2.9 mil SMEs in TH are targeted. Initiative in line with APEC's recognition of SME's role in local economy. Wimonkan Kosumas, deputy director-general of the Office of Small and Medium Enterprise Promotion leading the initiative. Med-High impact: Govt will strengthen IT capability for its 2.9 million SMEs. Oppty to reach out to SMEs. Google started SMEs-Go-Online campaign in Thailand, but more opporunities exist to target the SME market. m-Cloud NZ: Govt moving completely to Google Cloud? Private companies sourced to provide infra and services previously handled by Govt in-house. PM John Key has been in close touch with Google in formulating vision of future Gov. 2011 Treasury report found NZD124 million in back-office savings possible by improving govt's complex and divergent ICT services. SG: IDA raises 3G mobile QoS framework Increased in 3G mobile QoS will raise consumer trust leading to an increase in m-cloud uptake and development. Telcos who do not meet quality standards will have to pay monthly fines of SGD50,000, up from SGD5,000. Telcos have till 1 Apr to comply. Med Impact: 3G QoS framework to be raised from 95% outdoor mobile coverage to 99%. Oppty for app and cloud developers to develop content. TH: NBTC to draft mobile data quality standards Draft will affect general services including mobile broadband, SMS, MMS and video streaming. Consumer confidence to increase, but 3G services still lagging behind. Consumer protection inadequately addressed in NBTC Telecom Masterplans. Plans to draft quality standards in Mar. Telcos liable for fines or suspensions if requirements not met. Med Impact: NBTC plans to draft mobile data quality standards to accompany the release of commercial 3G services (expected by 2013). Oppty for app and cloud developers to develop content. ASEAN Trade ID: Cell phones for Indon migrant workers in South Korea Possibility of offering VoIP software (i.e. Skype) for this initiative. ID migrant workers in SK will receive cell phones to facilitate communication with their families &ID govt. Partnership between Migrant Workers Placement and Protection Agency (BNP2TKI) and PT OK COM. 35,000 ID migrant workers in SK since 2004. Low-Med impact: Service provider arrangement unspecified in press releases. Possible VoIP & remit oppty. ID: Domestic production of cheap tablets, in partnership with India Tablets run on Android OS but monitor oppty to procure higher-edu content. Indian Institute of Technology Rajasthan will provide technical assistance and product development to manufacture the tablet computers which have been produced for USD35 in India. Bandung and Surabaya technology institutes identified as local partners; the proj could potentially distort 1.1 mil tablet market. Med impact: The program could take months/years to materialize. Likely to involve Indonesian MCIT and Min. Edu. Indonesian govt favors local production for domestic market. No immediate action required but monitor progress and follow up for possible procurement of e-content and s/w.

Initial budget est’d PHP270 million with both govt private sector contributing. A pilot implementation is expected to last up to 2 years involving 14 primary and secondary public schools. Govt is expected to implement more projs utilizing cloud-based technologies. Low-med Impact: Oppy for edu s/w. H/w, ISPs and other ICT firms will be needed for the proj. DepEd and Dept of Science & Tech together with PhilDevForum involved in implementation. TH: Computer Alliance to develop Cloud Computing Skills Offer training on cloud-platforms to Thai s/w developers. Software Park Thailand will become a venue for int'l certifications and specialized training on cloud and mobile technologies. A step to promote Thailand as a cloud computing hub. Software Park Alliance is formed on Jan 31 comprises 4 national software parks in Thailand. Goals are to protect USD2 billion s/w industry and to develop professional IT skills. High Impact: A chance to educate s/w developers on MS’ cloud platforms and create relationships with Software Park Alliance. Initiative led by National Science and Technology Development Agency. Public Sector AU: PCEHR and NEHTA under criticism Natl infra for e-health and digital health records being built as is the reg & policy framework; AUD467m at stake as 1 Jul rollout date threatened. NEHTA has been accused of lack of transparency and admitted to errors in Individual Health Identifiers program; security a concern as system appears v. complex Med-High impact: Medical Software Industry Assoc has alternative rollout schedule simplifying e-record keeping and exchange. Privacy concerns over lack of governance. Health care software providers and tech consultants to be impacted. Window of opp as there is possibility that the system will be altered and modified. AU: Convergence Review also under attack Recommendations such as regulating Net content as similar to TV under criticism. AUD50 billion online industry threatened. Australian Law Reform Commission report on natl classification is due end-Feb. Several ISPs currently filter content blocking child abuse matter. TV and radio companies feel their investments not adequately addressed by review. Med-high impact: Would have to intro Net filter or similar if to adhere to interim reccs. Govt also weighing approach to allot public spectrum – regulating larger companies as CSPs irrespective of status as old or digital media; public interest test to ensure diversity of media ownership; and broadening funding for local content. Impact on ISPs, new media companies vs. traditional media companies, govt, consumers. Google among those lobbying currently. MY: Personal Data Protection Act guidelines to be drafted Will boost e-commerce and e-biz transactions and foster push to be cloud computing/DC hub. Act too complicated for general public to understand. No clear guide for actions considered unlawful. No additional details announced but likely to be drafted before Jun when the Act comes into effect. Low-med impact: MICC will draft guidelines for Personal Data Protection Act. Will also seek stakeholder and industry participation to strengthen enforcement framework. Affects local consumers and data collection parties as Act only applies locally. Opp to influence guidelines and advocate data privacy (given recent Google policy changes). PH: ICT upgrade for Dept of Transpo & Comms Opp for ICT vendors to offer products and services. Drivers’ license applications and vehicle reg made more efficient. Proj budget: PHP7.9 billion. PHP3 billion to be funded by govt over 1-yr implementation, while PHP4.9 billion operations and maintenance will be put out to external provider for 5-yr contract. Med impact: Dept of Transport & Comms to implement proj to integrate ICT systems of LTO office nationwide and operations of LTFRB.
