IMMEDIATE BUSINESS IMPACT STATUS* FOCUS ENGAGE REQUIRE* CONTEXT COMPETE* AUSTRALIA Cloud computing strategic direction paper The document articulates govt’s position on cloud computing and sets the tone and expectation regarding private sector involvement in the govt’s overall cloud agenda. Gov: Procurement plans and adoption of cloud computing by govt will be based on the guidelines set forth in the strategy paper. According to the paper, agencies may choose cloud-based services where they demonstrate value for money and adequate security. High impact: Strategy paper has been mostly welcomed by industry players. Cloud computing security considerations DSD has recommended against outsourcing IT services and functions outside Aus, unless dealing with publicly available data. Gov/ PSNS: The paper outlines a conservative approach to adoption of cloud computing and the minimum acceptable level of standards for all govt related cloud computing projects. DSD released 18-page report detailing guidelines and risks in determining the viability of cloud technology for use by govt. High impact: Cloud service providers and related industries affected by the report. HK E-Gov Cloud Public sector demand for IaaS, PaaS, SaaS affected by govt strategy Gov: HKG has committed to cloud computing to re-provision its central IT infrastructure and services over next 5 years. HKGCIO announced that HKG would introduce a mix of public, private and hybrid cloud models for e-govt during Med-High impact: Cloud service providers and vendors likely to engage govt to secure contracts. INDON Intelligence Bill Passage of the law would translate to intensified state surveillance and monitoring. PSNS/ Gov: The draft bill, if passed, will give the National Intelligence Agency legal justification to detain anyone suspected of threatening public security based on exchanges on the Internet including SNS sites (Twitter, Facebook etc) Proposed law seen by lawmakers and Defense as an important tool to combat terrorism. Med-High Impact: Civil liberties groups and rights NGOs oppose the proposed bill as it is seen as a threat to free speech and protection of basic human rights. MY Digital Lifestyle Malaysia The creation of a publicly-hosted cloud infrastructure should help build a more receptive market for IaaS, PaaS and SaaS, especially among SMEs. Gov: MCMC will focus support on 5 infrastructures: transport, agriculture, districts, entertainment, learning and work. EPC Global Information System (MyEPCIS), Digital Content Hosting Platform (MyDCHP), Shared Services Network (MySSN), Next Gen Authentication System (MyNGAS), and Secured Link to Government (SL2G) to promote Digital Lifestyle. Gov: Bill is in-line with govt’s push to combat Internet piracy Effective Sep 1, Internet users caught downloading files without authorization will be given 2 warnings. On the 3rd act, users can be penalized up to NZD15,000 (USD10,539) and/or a 6-month Internet suspension. Med impact: ISPs, creative industries and consumers affected by the legislation. Cyber Bullying Task Force Companies as well as govt increasingly expected to establish policies on cyber bullying. Gov/ PSNS: There’s a need to increase awareness on impact of cyber bullying to the community. Task force launched in response to growing number of cyber bullying incidents in NZ. Low-med impact: NZ Police, Ministry of Education, InternetNZ, NetSafe, Vodafone and Telecom are part of the initiative. PHL Department of ICT Bill The creation of the DICT will increase the competitiveness of the ICT sector and bring a range of indirect benefits to the industry. Gov: Bill will put under 1 organization, policy-making, planning, coordinating, implementing, regulating and developing the local ICT sector. Versions of the bill have been pending since Promotion, development, and regulation of ICT fall under the jurisdiction of the Commission on ICT. Transformation of CICT into a full-fledged department will help develop more effective policies and regular funding. Med-high impact: Various Chambers of Commerce, IT industry associations and BPO orgs have been clamouring for a DICT to improve PHL’s competitiveness. SOUTH KOREA Smart TV development Smart TVs bypass traditional S/W-for-PC to access the Internet . Gov/ Telco: Development of Korean smart TV standards may impact direction of Smart TV globally. KRW16.5B allocated for developing smart TV platforms and network technologies; KRW29.2B for training experts and next gen content creation; KRW8.6B to build a “giga-level” Internet foundation vital for smart TV services. Low-med impact: Substantial interest from local chaebols LG and Samsung. Smart Government Opportunity to engage govt on fine details of overall e-govt plan. Procurement and dialogue opportunities with the govt in the short-mid term. Gov: Korea plans to maintain global leadership in e-govt system including mobile e-govt by 2015. KRW2Tr spent until 2015 to develop Korea’s e-govt system. Medium impact: Whole of govt participation 1 2 1 1 2

Commercial DC space is forecast to grow 50% from 2010 to Energy-related costs are the fastest growing and account for approximately 12% of overall DC expenditure. Low-Med impact: Orgs among first adopters: 1Net, National Library Board, SingTel, Resorts World, IBM, Keppel Datahub, and NTU High Performance Computing Centre. THAILAND Software Park Alliance S/w park collaborations can lead to increased value for investors in local industry. Gov: Govt aims to build the core competency of local software development industry to serve both local and regional demands. Thailand's s/w market is expected to grow by 16.3% this 2011 at THB84.23 billion. Within the overall s/w market, embedded s/w and mobile apps are expected to grow 96.1% and 54.8% respectively this 2011. Med-High impact: Software Park Thailand taking the lead. Members of the alliance include E-Saan Software Park, Korat Software Park (Thailand), Chiang Mai Technology and Outsourcing Centre and Software Park Phuket. Digital literacy initiatives Potentially significant procurement opportunities Edu: Education Ministry plans to provide PCs in rural areas and schools, aiming to increase computer usage from 1 computer per 40 students to 1:10 in 2012 with a budget of THB17.8B for 2011. Govt’s IT projects (excl telecoms) est’d worth THB70B (USD232M) in 2011. Low-Med impact: Local brands are said to have an advantage over intl brands citing lower operational costs. VIETNAM E-Customs Development Strategy E-customs represent a major govt market for ICTs and provide a powerful demonstration effect for both the public and private sectors. Gov/PSNS: PM approved Customs Development Strategy calling for e-customs service to be used by 80% of enterprises and account for 90% of import-export turnover by 2020 to ensure intl standards based on centralised data-processing and risk management. E-customs already used in 76 out of 84 branches of govt and in 13 out of 33 provincial customs departments. 7 other provincial customs depts. will apply e-customs procedures in 2012. Med-High impact: Nearly 60% of 17,000 enterprises and > 50% of tax collection uses e-customs procedures. Aim is to reduce manual checking of goods from 15-20% to < 10% by 2015 and < 7% by 2020. 1 1 2 1
