MULTILINGUAL PROGRAMS in NAVARRE Secondary School Methodology CLIL Integrated curriculum agreed by the MEC and the British Council (CLIL + graduated in Spain and in the UK) Teaching hours French: Levels 1 and 2 reinforcement of the subject after school hours. Levels 3 and 4 one or more subjects taught in French. English: Levels 1 through 4 one or more subjects taught in English. Availability Only in 21 schools, not all levels. The program is designed in English in 15 of them, two of which follow the integrated curriculum agreed by the MEC and the British Council; the rest in French. “Bachiller” does not appear.

MULTILINGUAL PROGRAMS in the BASQUE COUNTRY Kindergarten Methodology Early introduction to English (Second cycle, 4 years old). English is treated as a subject, but they taught contents relating to other subjects. Materials: Dip, dip, dip (working on curricular areas, English as a vernacular language) Availability All schools. Primary School Methodology INEBI=CLIL. Levels 3 through 6. No texts books, use of real materials (CDs and DVDs, encyclopedias, webs, etc.). Work on competences. Focus on speaking and writing skills. “Routines” (greeting, instructions used in class). Availability All schools which have completed the previous module.

Apart from the foreign language(s) subject(s) others are taught in English or French. Subjects vary depending on the school, it is their call. Students volunteer to the program. Teaching Hours 7 hours taught in Basque and 7 hours in a foreign language. Availability Schools which have developed a project later approved by the Ministry of Education. 2008–09 data: 26 English, 10 French.

MULTILINGUAL PROGRAMS in the BASQUE COUNTRY “Bachiller” Methodology Plurilingual Experience. Apart from the foreign language(s) subject(s) others are taught in English or French. Subjects vary depending on the school, it is their call. Students volunteer to the program. Teaching Hours %20 of the subjects taught in Basque and %25 in a foreign language. (2008–09 data). In 2010–11 school-year the minimum has been %20 in a foreign language (the rest subject depend on the school’s language project) Availability Schools which have developed a project later approved by the Ministry of Education. 2008–09 data: 26 English, 10 French.

WHAT AGES DO THEY INTRODUCE THE MULTI- LINGUAL PROGRAMS IN THE BASQUE COUNTRY AND NAVARRE? According to the Governing body in education of the Basque Country, the Multi-lingual Program (El Proyecto Lingüistico) should establish all the criteria and the use of foreign languages in each school. Once the project is developed, it should then be analysed by the Educational Program of the Centre (Proyecto Educativo del centro) to enable the integration of a foreign language in the Curriculum of the Centre (Proyecto Curricular). The Curriculum is designed and developed by each Educational Centre according to their environment and the specific needs.

WHAT AGES DO THEY INTRODUCE THE MULTI- LINGUAL PROGRAMS IN THE BASQUE COUNTRY AND NAVARRE? Basque Country: the introduction of a third language takes places at age 4, during Pre-School. This will carry on during Primary School, and a choice of a second foreign language will take place in Secondary School, 4.E.S.O. Navarre: also introduced on the second stages of Pre-School at age 4. This will carry on until Secondary School. Options A and G will cover 35% of the curriculum in English, Option D 18% in Preschool and between 21-28% in Primary School. In Secondary School, the students have a choice of English or French as a foreign language. French is introduced as an extra-curricular activity during 1.ESO and 2ESO and is only integrated as CLIL during 3ESO and 4ESO. English is introduced as CLIL throughout all Secondary education (from 1ESO until 4ESO)

WHAT ARE THE DIFFERENT SUBJECTS? BASQUE COUNTRY: The choice of language that will be taught in different subjects rests with the school itself, depending on their educational programs as well as the linguistic model in which they plan to work. With the exception of the language classes that are taught in the same language: – Lengua vasca y literatura. Basque and literatura. Taught in Basque. – Lengua castellana y literatura. Spanish and Literature. Taught in Spanish – Lengua extranjera. Foreign language. English. Taught in English. – Segunda lengua extranjera. Second foreign language. Normally French. Taught in French.

WHAT ARE THE DIFFERENT SUBJECTS? - Navarre MODELLEVELSESSIONS IN ENGLISH SUBJECTS A/G10 D2nd and 3rd level in Preschool5 Primary school(1st cicle)6 Foreign language, Knowledge of the Environment, Nature sciences, Mathematics, and Art education. It may also be taught in English another subject like Physical Education, depending on the staff availability. It may also be taught in English another subject like Physical Education, depending on the staff availability.

WHAT ARE THE DIFFERENT SUBJECTS? Secondary school English: Subjects: Foreign language (English), and 1 or 2 subjects taught in English. Occasionally, schools can teach more than two subjects in English, but they must ask for it and receive the Department’s permission. French: Subjects: Foreign language (French), it can be the first or the second foreign language. Levels 3 and 4 one or two subjects taught in French.

TEACHER’S LIFELONG LEARNING PROGRAMS-Basque Country IRALE: teach Basque to the education staff. Once they’ve acquired a C1 level they could also attend a wide range of courses that deal with fluency, proficiency language level, communicative skills, sociolinguistic issues etc. To attend courses most of the teachers that work at state schools or private schools have four options: – They can ask for a Paid Educational Leave ( PEL) to attend intensive courses within the school hours. – They can attend free courses out of the school hours (At the official “euskaltegis” or at the same school or high school they work in) – They can attend free summer courses. – They can ask for a Part Time Paid Educational Leave ( PTPEL).

TEACHER’S LIFELONG LEARNING PROGRAMS-Basque Country The courses could be classified in two categories: – Courses that lead to a B1 or B2 level: U1, U2, U3 (All of them within working hours the whole year); A ( B1), E ( B2), 3300, 4300, 5300 (All of them out of school hours and the last three for those who have run out of opportunities to get the certification in their PEL), N ( PTPEL). – Courses for people who already have a B2 level: R300 ( Within working hours, for 3 months): The whole H group of courses that deal with literature, sociolinguistics, prescriptive grammar, formal discourse, story telling, colloquial speech, Basque culture, translation techniques etc. As well as the F group that works on Basque for specifical purposes. I group, to teach Basque as a second language and finally the Q group that works on the different dialects of the Basque language (All those series are worked out of the school time and also at the summer time.

TEACHER’S LIFELONG LEARNING PROGRAMS-Basque Country Apart from state school teachers the following members of the education system can also attend U1, U2, U3 and R 300 courses. – The teacher’s that work in private schools. (They must have the headmaster’s permission). – Psychologists and pedagogues. – Speech therapists – Vocational education teachers – Physiotherapists – Social workers – Occupational therapists – Others…

TEACHER’S LIFELONG LEARNING PROGRAMS-Basque Country GARATU: a wide variety of courses including English for teachers that could be on-site and or out of the site of the course which includes on-line courses. On-site: “A” courses (within the working hours, Full Paid Educational Leave), “B” courses (within the working hours, Part Time Paid Educational Leave), “C” courses (out of the working ours), “E” courses (extensive courses tutorials, seminars etc.) Out of the site of the course: “F” courses (practices, usually at the centre they work in, in another enterprise or organization) “G” courses (the participants have to write a report and hand it to the administration) and “H” courses (on-line courses).

TEACHER’S LIFELONG LEARNING PROGRAMS-Basque Country Berritzegune: it’s a network of centres that offers advisory services, training services, they collaborate in different researching and innovation areas and analyse different aspects, such as school materials, curricular issues, methodologies, etc. It works as a centre for exchanging good practices in a formal way. They organize different seminars to get information from the teachers and also give them advices on different topics related to their profession. Its main objective it’s to help the centres to implement the new system base on competences. They also offer a wide range of resources to work on new teaching methods, videos, books, films, software etc. that teachers and other workers can borrow.

TEACHER’S LIFELONG LEARNING PROGRAMS-Navarre Basque The Education Department develops different courses for professional training in Navarre. Some of them have been planned to study or refresh Basque: – Freskatze: Aim: Refresher course to bring teachers up-to-date with regard to specific grammar and the production of oral and written texts. Receptors: 20 teachers of non-university education, who work in state schools in Navarre. They must teach in Basque. Characteristics: The course is organized in two different phases. The first one is an intensive 200 hour course which lasts for two months, with paid leave, and the second stage is a 100 hour extensive course, without paid leave.

TEACHER’S LIFELONG LEARNING PROGRAMS-Navarre – Cursos de reciclaje / Refresher courses: Aim: The object of this course is to bring teachers the necessary skills to teach in Basque and to achieve the EGA qualification, equivalent to C1. Receptors: This programme is designed for teachers in preschhol education primary school, secondary education and “bachiller”. Characteristics:

A modality: – Duration: 2 years – Programme: B1, B2 and C1 levels of the Common European Framework of Reference for Languages – Requirements: The candidates must pass an entrance examination corresponding to the A2 level. B modality: – Duration: 1 year – Programme: B2 and C1 levels of the Common European Framework of Reference for Languages – Requirements: The candidates must pass an entrance examination corresponding to the B1 level. C modality: – Duration: A four-month period – Programme: C1 level of the Common European Framework of Reference for Languages – Requirements: The candidates must pass an entrance examination corresponding to the B2 level.

TEACHER’S LIFELONG LEARNING PROGRAMS-Navarre Foreign languages English blended learning course for teachers The object of this course is to stimulate language teaching and to improve English skills. Teachers will do out of their work hours. Summer courses abroad The object of this course is to bring teachers up-to date with regard to foreign language and teaching methodology. Course, lodging and meals will be at Department’s costs. Students will pay travel expenses.

TEACHER’S LIFELONG LEARNING PROGRAMS-Navarre Intensive English courses in Navarre – Methodology sessions – Individual work in order to develop a didactic project – Social activities – Requirements: English B2 and English or subjects in English teaching are required. Plan para la mejora de la Lengua Inglesa en los colegios de la Comunidad Foral de Navarra – The object of this plan is to improve the English area in preschool and primary education. Participation is completely voluntary. Sessions will be organized in two parts: the first one is about linguistic education, and the second is in order to propose different materials and activities, to reflect on it and to share ideas and experiences.

TEACHER’S LIFELONG LEARNING PROGRAMS-Navarre Tutelage plan for multilingual schools – Aims: Tutelage by using experience To make plan introduction easier To share and to spread good practices To stimulate reflection, discussion and participation To consolidate, improve and bring up to date methodology There will be two tutelary centers. Both of them will have a tutor team. They will analyze objectives, methodology and strategies used at Integrated Treatment of the Language schools.

CONCLUSION Population of these regions uses both languages, specially among young people. Navarre takes the lead in multilingual programs, because they already started using CLIL in the schools. Nowadays, in both regions, a foreign language is introduced at the early age of 4, and a second foreign language is introduced along the secondary school. Subjects that are taught in other languages, the choice relays on the school. Courses and training programs for teachers, to improve and maintain language level.
